SB155,1,2 1An Act to create 121.91 (4) (d) of the statutes; relating to: increasing a school
2district's revenue limit by its additional consolidation aid.

Current law limits the increase in the total amount of revenue that a school
district may receive from general school aids and property taxes in the 1993-94 to
1997-98 school years. In the 1993-94 school year, the maximum allowable increase
per pupil was $190 or the rate of inflation, whichever was greater. Beginning in the
1994-95 school year, the $190 per pupil amount is adjusted each year by the rate of
inflation. Several exceptions are provided. For example, if a school district increases
the services that it provides by adding responsibility for providing a service
transferred to it from another governmental unit, its revenue limit is increased by
the cost of that service.
This bill provides that a school district's revenue limit is increased by an
amount equal to the additional state aid that a school district created by the
consolidation of 2 or more school districts is receiving as a result of the consolidation.
Under current law, the primary and secondary guaranteed valuations of a school
district created by consolidation are increased by 10% in the school year in which the
consolidation takes effect and in each of the subsequent 4 school years, resulting in
additional state school aid.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1121.91 (4) (d) The limit otherwise applicable to a school district's revenue under
2sub. (2) or (2m) in any school year is increased by an amount equal to the additional
3aid that the school district is receiving in that school year as a result of s. 121.07 (7)
4(e), as determined by the state superintendent.
