SB177,1,2 1An Act to amend 303.06 (1); and to create 303.06 (5) of the statutes; relating
2to:
sale of certain products manufactured by state prisoners.

Current law prohibits the sale in the open market of most goods made by state,
city or county prisoners. Current exceptions apply for items such as farm machinery,
implements and tools. This bill authorizes tax-supported institutions and nonprofit
agencies to sell, in the open market, products manufactured by inmates of any state
penal institution as part of a hobby-craft program or vocational training.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB177, s. 1 3Section 1. 303.06 (1) of the statutes is amended to read:
SB177,1,74 303.06 (1) Except as authorized in sub. (2) this section, no goods, except farm
5machinery, farm implements and tools, cordage rope and ply goods, manufactured
6wholly or partly by inmates in any state, city or county penal institution may be
7offered for sale in the open market.
SB177, s. 2 8Section 2. 303.06 (5) of the statutes is created to read:

10in the open market products manufactured in whole or in part by inmates in a state

1penal institution as part of a hobby-craft program or vocational training if the
2purpose of the sale is to support the institution's or agency's mission or is for some
3other charitable purpose.
