SB180,1,5 1An Act to amend 27.01 (7) (g) 1., 27.01 (7) (g) 2. and 27.01 (10) (a); and to create
227.01 (7) (g) 1m., 27.01 (7) (g) 2m. and 27.01 (7) (gr) of the statutes; relating
3to:
vehicle admission stickers for entry into state parks and other state
4recreational lands that are issued for vehicles owned or occupied by certain
5members of the U.S. armed forces and granting rule-making authority.
Analysis by the Legislative Reference Bureau
Under current law, the department of natural resources (DNR) collects fees for
admission stickers for vehicles entering state parks and certain other state
recreational lands. DNR collects lower fees for daily and annual admission stickers
issued for vehicles that have Wisconsin plates than for those that have out-of-state
registration plates. This bill requires DNR to establish a system under which a
vehicle that is owned by a state resident who is a member of the armed forces and
who is stationed outside this state is eligible for the lower fee for the annual
admission sticker and under which a vehicle that is occupied by a service member
is eligible for the lower fee for a daily admission sticker.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB180, s. 1 6Section 1. 27.01 (7) (g) 1. of the statutes is amended to read:

127.01 (7) (g) 1. Except as provided in subd. 1m. and par. (gm), the fee for an
2annual vehicle admission sticker for any vehicle which has a registration plate or
3plates from another state is $24.
SB180, s. 2 4Section 2. 27.01 (7) (g) 1m. of the statutes is created to read:
SB180,2,85 27.01 (7) (g) 1m. The fee for an annual vehicle admission sticker for any vehicle
6that has a registration plate or plates from another state and that is owned by a
7person who has an admission pass issued under par. (gr) is the same as the fee for
8an annual vehicle admission sticker specified under par. (f) 1.
SB180, s. 3 9Section 3. 27.01 (7) (g) 2. of the statutes is amended to read:
SB180,2,1210 27.01 (7) (g) 2. Except as provided in subds. 3. and 2m. to 4., the fee for a daily
11vehicle admission sticker for any vehicle which has a registration plate or plates from
12another state is $6.
SB180, s. 4 13Section 4. 27.01 (7) (g) 2m. of the statutes is created to read:
SB180,2,1714 27.01 (7) (g) 2m. The fee for a daily vehicle admission sticker for any vehicle
15that has a registration plate or plates from another state and that is occupied by a
16person who has an admission pass issued under par. (gr) is the same as the fee for
17a daily vehicle admission sticker specified under par. (f) 2.
SB180, s. 5 18Section 5. 27.01 (7) (gr) of the statutes is created to read:
SB180,2,2319 27.01 (7) (gr) Proof of membership in armed forces. For purposes of eligibility
20for nonresident vehicle admission stickers under par. (g) 1m. and 2m., the
21department shall establish by rule a system under which it will issue an admission
22pass showing such eligibility to any person who exhibits proof of eligibility by
23presenting 2 separate items of identification, each of which shows all of the following:

SB180,2,2525 2. He or she is in active service with the U.S. armed forces outside this state.

1Section 6. 27.01 (10) (a) of the statutes is amended to read:
SB180,3,82 27.01 (10) (a) Definition of resident. As used in In this subsection, and in sub.
3(7) (gr),
"resident" means a person who maintains his or her place of permanent
4abode in this state. Domiciliary intent is required to establish that a person is
5maintaining his or her place of permanent abode in this state. Mere ownership of
6property is not sufficient to establish domiciliary intent. Evidence of domiciliary
7intent includes, without limitation, the location where the person votes, pays
8personal income taxes or obtains a driver's license.
SB180, s. 7 9Section 7. Effective date.
SB180,3,11 10(1) This act takes effect on the first day of the 7th month beginning after
11publication.
