2the medical assistance program.
Analysis by the Legislative Reference Bureau
This bill requires the department of health and social services (DHSS) to
conduct a study of the feasibility of contracting out the operation of the medical
assistance program. DHSS is required to report its findings to the governor and to
the appropriate standing committees of the legislature before July 1, 1996.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB222, s. 1 3Section 1. Nonstatutory provisions.
SB222,2,4 4(1)  Feasibility study of privatizing the operation of the medical assistance
5program
. The department of health and social services shall conduct a study of the
6feasibility of contracting out the entire operation of the medical assistance program
7under sections 49.45 to 49.47 and 49.49 to 49.497 of the statutes to a private vendor.
8The study shall consider the experience of other states that have contracted with
9health insurance organizations to operate their medical assistance programs.
10Before July 1, 1996, the department of health and social services shall report its

1findings and recommendations regarding the feasibility of contracting out the
2operation of the medical assistance program to the appropriate standing committees
3of the legislature in the manner provided under section 13.172 (3) of the statutes and
4to the governor.
