SB227,1,2 1An Act relating to: a study on limiting licenses for failure to pay child or family
2support.

This bill directs the department of health and social services (DHSS) to conduct
a study on limiting licenses for failure to pay child or family support. DHSS must
address such issues as what licenses are amenable to limitation; what types of
limitations, such a suspensions, revocations and initial denials, are feasible; how to
implement such a program; the cost of administering such a program; and the
estimated increase in support collections. After the study, DHSS must submit a
report and its conclusions and recommendations to the department of
administration and the joint committee on finance. Current law contains no
provision for limiting a license for failure to pay child or family support.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SB227,1,5 4(1)  Study and report on license denial, suspension, restriction, revocation
5or nonrenewal for failure to pay support

SB227,1,8 6(a)   Study. The department of health and social services shall conduct a study
7on the issue of placing limitations on licenses for failure to pay child or family
8support. In its study, the department shall address at least all of the following:

11.  What licensed activities or occupations are amenable to limitation for
2nonpayment of child or family support.
SB227,2,4 32.  The feasibility and effectiveness of such types of limitations as denials of
4initial issuance, suspensions, revocations, nonrenewals and specified restrictions.
SB227,2,6 53.  How such a program can be implemented and coordinated with other
6agencies.
SB227,2,8 74.  The administrative costs of such a program, including the implementation
8costs.
SB227,2,9 95.  The estimated increase in support collections as a result of such a program.
SB227,2,14 10(b)  Report. No later than December 1, 1995, the department of health and
11social services shall submit to the department of administration and the joint
12committee on finance a report on the results of the study under paragraph (a) , along
13with the conclusions and recommendations of the department of health and social
14services.
