SB244,1,2 1An Act to amend 45.357 of the statutes; relating to: veterans eligible for the
2veterans rehabilitation program.
Analysis by the Legislative Reference Bureau
Under current law, the department of veterans affairs may provide services to
assist veterans whose need for services are based on homelessness, incarceration or
other circumstances designated by the department by rule. Veterans eligible for
these services under current law are those veterans who served on active duty in the
U.S. armed services, or in services incorporated into the U.S. armed forces, under
honorable conditions in one of a list of specific war periods or in another conflict,
including Vietnam and Somalia.
This bill changes the veterans who are eligible for the rehabilitation services
to be persons who have served on active duty under conditions other than
dishonorable in the U.S. armed forces for 2 years or more or for the full period of the
initial obligation, regardless of whether there was a war or other conflict occurring
at the time of service.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB244, s. 1 3Section 1. 45.357 of the statutes is amended to read:
SB244,2,7 445.357 Veterans rehabilitation program. The department of veterans
5affairs shall administer a rehabilitation program to provide assistance to veterans,
6as defined under s. 45.37 (1a)
individuals who served on active duty under conditions

1other than dishonorable in the U.S. armed forces for 2 years or more or the full period
2of the individual's initial service obligation, whichever is less
. The department shall
3provide assistance to a veteran whose need for services is based upon homelessness,
4incarceration or other circumstances designated by the department by rule. The
5department shall designate the assistance available under this section, which may
6include assistance in receiving medical care, dental care, education, employment
7and transitional housing.

SB244,2,10 9(1) This act first applies to veterans who request assistance on the effective
10date of this subsection.
