SB250,1,2 1An Act to amend 159.31 (1) (b) and 159.31 (3) (d); and to create 159.31 (1) (am)
2of the statutes; relating to: the recycled content of newspapers.

Under current law, the publisher of a newspaper is ordinarily required to pay
a newspaper recycling fee unless the paper used by the publisher to print the
newspaper contains at least a specified proportion of fiber derived from
postconsumer waste.
Under this bill, fiber derived from waste paper resulting from printing is
counted, up to a maximum of 10% of total fiber content, in determining whether the
paper used by a newspaper publisher contains at least the specified recycled content.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB250, s. 1 3Section 1. 159.31 (1) (am) of the statutes is created to read:
SB250,1,74 159.31 (1) (am) "Printer waste paper" means waste paper resulting from
5printing, including trimmings, overruns, copies that do not meet specifications and
6surplus copies of publications that are not sold at retail or delivered to their intended
7end users.

6of all newsprint used by that publisher to print the publisher's newspaper during the

8determination of actual recycled content may not exceed 10% of total fiber
