SB408,1,4 1An Act to amend 20.866 (2) (s) and 20.866 (2) (t); and to repeal and recreate
220.866 (2) (s) and 20.866 (2) (t) of the statutes; relating to: bonding authority
3for the University of Wisconsin System instructional technology improvements
4and granting bonding authority.

The 1995-97 state building program authorizes a total of $8,500,000 for
University of Wisconsin (UW) System instructional technology improvements, of
which $4,500,000 is financed by general fund supported borrowing and $4,000,000
is financed by moneys appropriated to the UW System from any revenue source. This
bill amends the 1995-97 state building program to require the entire $8,500,000 to
be financed by general fund supported borrowing.
The 1995-97 biennial budget act increased the bonding authorization for UW
academic facilities from $684,973,100 to $728,814,300, effective on July 29, 1995,
and to $736,111,300, effective on July 1, 1997. This bill increases these bonding
authorizations by $4,000,000. The 1995-97 biennial budget act increased the
bonding authorization for UW self-amortizing facilities from $281,203,900 to
$364,381,600, effective on July 29, 1995, and to $377,781,600, effective on July 1,
1997. This bill decreases these bonding authorizations by $4,000,000.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB408, s. 1 5Section 1. 20.866 (2) (s) of the statutes, as affected by 1995 Wisconsin Act 27,
6section 1160g, is amended to read:

120.866 (2) (s) University of Wisconsin; academic facilities. From the capital
2improvement fund, a sum sufficient for the board of regents of the university of
3Wisconsin system to acquire, construct, develop, enlarge or improve university
4academic educational facilities and facilities to support such facilities. The state may
5contract public debt in an amount not to exceed $728,814,300 $732,814,300 for this
6purpose.
SB408, s. 2 7Section 2. 20.866 (2) (s) of the statutes, as affected by 1995 Wisconsin Acts 27,
8section 1160h, and .... (this act), is repealed and recreated to read:

10improvement fund, a sum sufficient for the board of regents of the university of
11Wisconsin system to acquire, construct, develop, enlarge or improve university
12academic educational facilities and facilities to support such facilities. The state may
13contract public debt in an amount not to exceed $740,111,300 for this purpose.
SB408, s. 3 14Section 3. 20.866 (2) (t) of the statutes, as affected by 1995 Wisconsin Act 27,
15section 1160r, is amended to read:

17capital improvement fund, a sum sufficient for the board of regents of the university
18of Wisconsin system to acquire, construct, develop, enlarge or improve university
19self-amortizing educational facilities. The state may contract public debt in an
20amount not to exceed $364,381,600 $360,381,600 for this purpose. Of this amount,
21$4,500,000 is allocated only for the university of Wisconsin-Madison indoor practice
22facility for athletic programs and only at the time that ownership of the facility is
23transferred to the state.

25section 1160s, and .... (this act), is repealed and recreated to read:

5amount not to exceed $373,781,600 for this purpose. Of this amount, $4,500,000 is
6allocated only for the university of Wisconsin-Madison indoor practice facility for
7athletic programs and only at the time that ownership of the facility is transferred
8to the state.
SB408, s. 5 9Section 5. Nonstatutory provisions; building commission.
SB408,3,1010 (1) UW System instructional technology improvements.
SB408,3,1411 (a) General fund supported borrowing. In 1995 Wisconsin Act 27, section 9108
12(1) (m) 1., under projects financed by general fund supported borrowing, the amount
13authorized for UW System instructional technology improvements is increased from
14$4,500,000 to $8,500,000 and the appropriate totals are adjusted accordingly.
SB408,3,1915 (b) Any revenue source. In 1995 Wisconsin Act 27, section 9108 (1) (m) 1m.,
16under projects financed by moneys appropriated to the agency from any revenue
17source, the 1995-97 state building program project identified as UW System
18instructional technology improvements is deleted and the appropriate totals are
19decreased accordingly.
SB408, s. 6 20Section 6. Effective date.
SB408,3,2221 (1) Bonding authorizations. The repeal and recreation of section 20.866 (2) (s)
22and (t) of the statutes takes effect on July 1, 1997.
