Under current law, the term for a plumbing apprenticeship is 4 years. The
department of industry, labor and human relations (DILHR) may extend the term
by one year upon application of the apprentice, the apprentice's employer or both.
DILHR may prescribe the character of plumbing work that the apprentice may do
during the 3rd and 4th year of the apprenticeship for the apprentice to qualify at the
end of the apprenticeship as a skilled mechanic in the art of installing plumbing
work.
This bill extends the term of the plumbing apprenticeship to 5 years, or up to
6 years if DILHR extends the term. Under the bill, DILHR may prescribe the
character of plumbing work that the apprentice may do during the 3rd, 4th and 5th
years of the apprenticeship in order for the apprentice to qualify at the end of the
apprenticeship as a skilled mechanic in the art of installing plumbing work.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB553, s. 1 2Section 1. 145.03 of the statutes is amended to read:
SB553,2,14 3145.03 Apprenticeship. The department may prescribe the conditions under
4which any person may serve a plumbing apprenticeship, as to preliminary and
5technical college attendance requirements, and the credit for school attendance in
6serving the apprenticeship. Every person commencing a plumbing apprenticeship
7shall be indentured under ch. 106. The term of a plumbing apprentice is 4 5 years,

1but the department may upon application of the apprentice, the apprentice's
2employer or both extend the term for up to one additional year. After the expiration
3of an apprenticeship term, no apprentice may engage in the business of plumbing
4either as an apprentice or as a journeyman plumber unless the apprentice secures
5a journeyman plumber's license. In case of failure to pass the examination for the
6license, he or she may continue to serve as an apprentice but not beyond the time for
7reexamination for a journeyman plumber's license, as prescribed by the rules of the
8department. In order that the apprentice may qualify at the end of apprenticeship
9as a skilled mechanic in the art of installing plumbing work, the department may
10prescribe the character of plumbing work that the apprentice may do during the 3rd
11and year, 4th and 5th years under the direction or supervision of a master or
12journeyman plumber without either the master or journeyman being physically
13present, provided that the master plumber in charge shall be responsible for the
14work.

SB553,2,17 16(1) Plumbing apprenticeships. This act first applies to a person serving a
17plumbing apprenticeship on the effective date of this subsection.
