AB271,1,2 1An Act to amend 341.266 (4) and 341.268 (4) of the statutes; relating to: the
2storage of vehicles and parts cars by collectors and hobbyists.

Under current law, an owner of a special interest vehicle (collector) or of a
reconstructed, replica, street modified or homemade vehicle (hobbyist) may store
unlicensed vehicles and "parts" cars on his or her property if the vehicles and parts
cars do not constitute a health hazard and are out of ordinary view. A special interest
vehicle is a motor vehicle that has not been changed from its original manufacturer's
specifications and which is being preserved for purposes of its historic interest.
This bill prohibits the storing of an unreasonable number of vehicles and parts
cars on property owned by a collector or hobbyist, and provides that a total of more
than 4 vehicles and parts cars stored outside of any building on any specific parcel
of property is considered an unreasonable number.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB271, s. 1 3Section 1. 341.266 (4) of the statutes is amended to read:
AB271,2,64 341.266 (4) A collector may store a reasonable number of unlicensed, operable
5or inoperable, vehicles and parts cars on the collector's property provided the

1vehicles and parts cars and the outdoor storage area are maintained in such a
2manner that they do not constitute a health hazard and are screened from ordinary
3public view by means of a fence, rapidly growing trees, shrubbery or other
4appropriate means. For purposes of this subsection, a total of more than 4 vehicles
5and parts cars stored outside of a building on any parcel of property owned by a
6collector shall be considered an unreasonable number.
AB271, s. 2 7Section 2. 341.268 (4) of the statutes is amended to read:
AB271,2,158 341.268 (4) A hobbyist may store a reasonable number of unlicensed, operable
9or inoperable, vehicles and parts cars on the hobbyist's property provided the
10vehicles and parts cars and outdoor storage area are maintained in such a manner
11that they do not constitute a health hazard and are screened from ordinary public
12view by means of a fence, rapidly growing trees, shrubbery or other appropriate
13means. For purposes of this subsection, a total of more than 4 vehicles and parts cars
14stored outside of a building on any parcel of property owned by a hobbyist shall be
15considered an unreasonable number.

AB271,2,1817 (1) This act first applies to the storage of vehicles and parts cars on the effective
18date of this subsection.
