AB408,1,6 1An Act to renumber 23.405; to renumber and amend 30.52 (2) and 30.52 (3)
2(fm); to amend 20.370 (5) (gb) and 30.52 (5) (a) 2.; and to create 20.370 (5) (gs),
320.370 (5) (gt), 23.426, 29.228, 30.52 (2) (b), 30.52 (3) (fm) 2. and 30.52 (3g) of
4the statutes; relating to: voluntary registration for kayaks and canoes, the
5youth conservation education program, the youth conservation fish and game
6education program and making appropriations.
Analysis by the Legislative Reference Bureau
Under current law, a boat owner must be issued a certificate of number card or
a registration card by the department of natural resources (DNR) to operate a boat
in this state, unless the boat is exempt from this requirement. Exemptions under
current law include canoes and kayaks and sailboats that are 12 feet or less in length.
Under current law, an owner may voluntarily register a boat that is exempt. The fee
for this voluntary registration is $6.50 and the registration is for 2 years.
This bill changes the amount of the fee to voluntarily register a canoe or kayak
to $12 and increases the period for this type of registration to 3 years. The bill
requires that 50% of these fees be used for a youth conservation education program
and the remaining 50% to be used for a youth fish and game education program. The
bill requires DNR to operate these 2 programs.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB408, s. 1 1Section 1. 20.370 (5) (gb) of the statutes is amended to read:
AB408,2,52 20.370 (5) (gb) Education programs — program fees. From the general fund,
3the amounts in the schedule for department educational activities at the MacKenzie
4environmental center. All moneys received from fees collected under s. 23.405 23.425
5(2) for the use of the center shall be credited to this appropriation.
AB408, s. 2 6Section 2. 20.370 (5) (gs) of the statutes is created to read:
AB408,2,87 20.370 (5) (gs) All moneys received under ss. 23.426 and 30.52 (3g) (a) to be used
8for the youth conservation education program.
AB408, s. 3 9Section 3. 20.370 (5) (gt) of the statutes is created to read:

11for the youth fish and game education program.
AB408, s. 4 12Section 4. 23.405 of the statutes is renumbered 23.425.
AB408, s. 5 13Section 5. 23.426 of the statutes is created to read:
AB408,2,18 1423.426 Youth conservation education program. The department shall
15operate an outdoor educational program to educate youth on conservation topics.
16The department may charge the participants in the program a fee to cover the costs
17of the program. The amount charged may not exceed the costs of conducting the
18program.
AB408, s. 6 19Section 6. 29.228 of the statutes is created to read:
AB408,3,2 2029.228 Youth fish and game education program. The department shall
21operate an educational program to educate youth in hunting and fishing. The

1department may charge the participants in the program a fee to cover the costs of the
2program. The amount charged may not exceed the costs of conducting the program.
AB408, s. 7 3Section 7. 30.52 (2) of the statutes is renumbered 30.52 (2) (a) and amended
4to read:
AB408,3,95 30.52 (2) (a) The Except as provided in par. (b), the certification and
6registration period runs for 2 years, commencing on April 1 of the year in which the
7certificate of number or registration is issued and, unless sooner terminated or
8discontinued in accordance with this chapter, expiring on March 31 of the 2nd year
9after issuance.
AB408,3,11 10(c) A certificate of number or registration is valid only for the period for which
11it is issued.
AB408, s. 8 12Section 8. 30.52 (2) (b) of the statutes is created to read:
AB408,3,1713 30.52 (2) (b) For a canoe or kayak voluntarily registered under sub. (1) (b) 1m.,
14the certification and registration period runs for 3 years, commencing on April 1 of
15the year in which the certificate of number or registration is issued and, unless
16sooner terminated or discontinued in accordance with this chapter, expiring on
17March 31 of the 3rd year after issuance.
AB408, s. 9 18Section 9. 30.52 (3) (fm) of the statutes is renumbered 30.52 (3) (fm) 1. and
19amended to read:
AB408,3,2220 30.52 (3) (fm) 1. Notwithstanding pars. (b) to (f), the fee for issuance or renewal
21of registration for a boat, other than a canoe or kayak, registered pursuant to sub.
22(1) (b) 1m. is $6.50.
AB408, s. 10 23Section 10. 30.52 (3) (fm) 2. of the statutes is created to read:

25of registration for a canoe or kayak registered pursuant to sub. (1) (b) 1m. is $12.

1Section 11. 30.52 (3g) of the statutes is created to read:
AB408,4,42 30.52 (3g) Voluntary registration fees for canoes and kayaks. The
3department shall deposit the fees collected under sub. (3) (fm) 2. in the conservation
4fund and shall credit these fees as follows:
AB408,4,65 (a) Fifty percent of the fees to the appropriation account under s. 20.370 (5) (gs)
6for the youth conservation education program under s. 23.426.
AB408,4,87 (b) Fifty percent of the fees to the appropriation account under s. 20.370 (5) (gt)
8for the youth fish and game education program under s. 29.228.
AB408, s. 12 9Section 12. 30.52 (5) (a) 2. of the statutes is amended to read:
AB408,4,1710 30.52 (5) (a) 2. At the time the department issues a certificate of number card,
11it shall issue 2 certification stickers or decals per boat. The certification stickers or
12decals shall bear the year of expiration of the current certification and registration
13period. For canoes or kayaks voluntarily registered under sub. (1) (b) 1m., the
14certification stickers or decals shall be distinct in form and design from the other
15certification stickers or decals issued under this subdivision.
The department shall
16provide the applicant with instructions concerning the attachment of the
17certification stickers or decals to the boat.
