AB530,1,7 1An Act to amend 111.825 (1) (a) of the statutes; relating to: changing the name
2of the clerical and related collective bargaining unit to the administrative
3support collective bargaining unit, ratification of the agreement negotiated
4between the state of Wisconsin and the Wisconsin State Employees Union,
5AFSCME Council 24, and its appropriate affiliated locals, AFL-CIO, for the
61997-99 biennium, covering employes in the administrative support collective
7bargaining unit, and authorizing an expenditure of funds.
Analysis by the Legislative Reference Bureau
This proposal is introduced under section 111.92 (1) of the statutes. The
proposal ratifies the collective bargaining contract for state employes in the clerical
and related collective bargaining unit negotiated for the 1997-99 biennium under
the state employment labor relations act. Currently, statutory program supplement
appropriations fund the costs of collective bargaining agreements to the extent that
they exceed budgeted costs. The proposal authorizes expenditure of moneys from
those appropriations to fund the cost of this agreement.
In addition, the bill changes the name of the clerical and related collective
bargaining unit to the administrative support collective bargaining unit.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB530, s. 1 1Section 1. 111.825 (1) (a) of the statutes is amended to read:
AB530,2,22 111.825 (1) (a) Clerical and related Administrative support.
AB530, s. 2 3Section 2. Nonstatutory provisions.
AB530,2,174 (1) Agreement ratified. The legislature ratifies the tentative agreement
5negotiated for the 1997-99 biennium between the state of Wisconsin, department of
6employment relations, and the Wisconsin State Employees Union, AFSCME Council
724, and its appropriate affiliated locals, AFL-CIO, covering employes in the former
8clerical and related collective bargaining unit under subchapter V of chapter 111 of
9the statutes, as approved by the employes of the former clerical and related collective
10bargaining unit and approved and recommended by the joint committee on
11employment relations and authorizes the necessary expenditure of moneys for
12implementation from the appropriations made by section 20.865 (1) of the statutes,
13subject to section 20.865 (intro.) of the statutes. The secretary of employment
14relations shall file an official copy of the agreement, certified by the cochairpersons
15of the joint committee on employment relations, with the secretary of state. No
16formal or informal agreement between the parties which is not a part of the official
17copy is deemed to be approved by the legislature under this act.
AB530, s. 3 18Section 3. Effective date.
AB530,3,219 (1) This act takes effect on the day following publication, except that those
20provisions specifically identified as having other effective dates in the agreement

1covering employes in the former clerical and related collective bargaining unit are
2effective on the dates provided in that agreement.
