AB630,1,3 1An Act to amend 341.08 (2) (c), 341.11 (1), 341.17 (2), 341.335 (title) and 341.335
2(2); and to create 341.335 (1m) of the statutes; relating to: vehicle color and
3motor vehicle registration and providing a penalty.
Analysis by the Legislative Reference Bureau
Under current law, an applicant for registration of a motor vehicle must provide
a description of the vehicle, including the vehicle's make, model and identification
number. Current law requires the department of transportation (DOT) to compile
a list of new automobiles and motor trucks being registered for the first time after
purchase from a motor vehicle dealer.
This bill requires that the color of any vehicle having a gross weight of not more
than 8,000 pounds be included in an application for vehicle registration. A vehicle
registrant required to include the vehicle color in an application for registration must
notify DOT within 10 days if the color of the vehicle is changed. The bill also requires
that the vehicle color be included in a compiled registration list of new vehicles.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB630, s. 1 4Section 1. 341.08 (2) (c) of the statutes is amended to read:

1341.08 (2) (c) A description of the vehicle, including make, model, color,
2identification number and any other information which the department may
3reasonably require for proper identification of the vehicle. An application for a
4vehicle registered at a gross weight of more than 8,000 pounds is not required to
5include the vehicle color in the description of the vehicle.
AB630, s. 2 6Section 2. 341.11 (1) of the statutes is amended to read:
AB630,2,147 341.11 (1) Except as provided in sub. (2) the department upon registering a
8vehicle shall issue and deliver to the owner a certificate of registration. The
9certificate shall contain the name, residence and address of the owner ,; a brief
10description of the vehicle, including its color; the registration number assigned; and
11the date of expiration of registration. The certificate shall be in such form and may
12contain such additional information as the department deems advisable. A
13certificate for a vehicle registered at a gross weight of more than 8,000 pounds is not
14required to include the vehicle color in the description of the vehicle.
AB630, s. 3 15Section 3. 341.17 (2) of the statutes is amended to read:
AB630,2,2516 341.17 (2) The department shall compile a list by counties of new automobile
17and motor truck registrations. Registrations for other new vehicles may be included
18if deemed necessary by the department. Such lists shall be compiled at such
19intervals during the month as is deemed necessary by the department but the final
20list compiled each month shall include the listing of the last day of the month. Such
21list shall contain only those vehicles being registered for the first time after sale by
22a dealer. Such list shall contain the name and address of the owner ,; the make, body
23type, and identification number of the vehicle,; the color of the vehicle, if the vehicle
24is not registered at a gross weight of more than 8,000 pounds;
the dealer license
25number, if such dealer is registered in this state,; and the date of sale.

AB630, s. 5 4Section 5. 341.335 (1m) of the statutes is created to read:
AB630,3,105 341.335 (1m) Whenever the color of a motor vehicle registered in this state
6changes from the color specified in an application for original or renewal registration,
7the applicant or registrant shall, within 10 days after the color change, notify the
8department in writing of the old and new vehicle color and of the registration plate
9number for that vehicle. This subsection does not apply to any owner of a motor
10vehicle registered at a gross weight of more than 8,000 pounds.
AB630, s. 6 11Section 6. 341.335 (2) of the statutes is amended to read:
AB630,3,1312 341.335 (2) Any person who fails to comply with any of the requirements of sub.
13(1) or (1m) may be required to forfeit not more than $50.
AB630, s. 7 14Section 7. Initial applicability.
AB630,3,1615 (1) This act first applies to applications for registration of vehicles filed on the
16effective date of this subsection.
AB630, s. 8 17Section 8. Effective date.
AB630,3,1918 (1)This act takes effect on January 1, 1998, or on the first day of the 4th month
19beginning after publication, whichever is later.
