1An Act to amend 346.52 (2) and 349.13 (2) (f); and
to create 349.13 (1j) of the
2statutes;
relating to: the parking of vehicles on highways adjacent to
3schoolhouses during specified hours.

Current law, with certain exceptions, prohibits the parking of vehicles on the
near side of highways adjacent to schoolhouses during the hours of 7:30 a.m. to 4:30
p.m. during school days. This bill allows state and local highway authorities to
permit persons who are conducting business at a schoolhouse to park their vehicles
during these hours on the near side of a highway adjacent to a schoolhouse located
on property of the University of Wisconsin System.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 346.52 (2) of the statutes is amended to read:

(2) During the hours of 7:30 a.m. to 4:30 p.m. during school days, no
6person may stop or leave any vehicle standing, whether temporarily or otherwise,
7upon the near side of a through highway adjacent to a schoolhouse used for any
8children below the 9th grade. If the highway adjacent to the schoolhouse is not a
9through highway, the operator of a vehicle may stop upon the near side thereof
10during such hours, provided such stopping is temporary and only for the purpose of
1receiving or discharging passengers. This subsection shall not apply to villages,
2towns or cities when the village or town board or common council thereof by
3ordinance permits parking of any vehicle or of school buses only on the near side of
4specified highways adjacent to schoolhouses during specified hours
, or to the parking
5of vehicles on the near side of highways adjacent to schoolhouses authorized by s.
6349.13 (1j).

2. 349.13 (1j) of the statutes is created to read:

(1j) The department, with respect to state trunk highways outside of
9corporate limits, and local authorities, with respect to highways under their
10jurisdiction including state trunk highways or connecting highways within
11corporate limits, may authorize persons to park their vehicles during specified hours
12on the near side of a highway adjacent to a schoolhouse located on property of the
13University of Wisconsin System when the persons are conducting business at the
14schoolhouse.
