AJR113,1,1 1Relating to: honoring Charles Higgs upon his retirement.
AJR113,1,32 Whereas, Charles Higgs has announced his retirement from the Department
3of Natural Resources; and
AJR113,1,64 Whereas, he was born on March 1, 1940, in Eads, Tennessee, graduated from
5Elston Senior High School in Michigan City, Indiana, and obtained a bachelor of
6science degree, with a major in forestry, from the University of Michigan; and
AJR113,1,87 Whereas, upon his graduation Mr. Higgs began work as the assistant manager
8of the Hayward State Tree Nursery; and
AJR113,1,119 Whereas, due to his competence, knowledge and managerial skill he was
10frequently appointed to more demanding positions, culminating in his service as
11Wisconsin State Forester from 1989 to the present; and
AJR113,2,212 Whereas, among his accomplishments are playing an important role in
13integrating the fire and forest management programs, promoting the concept of
14sustainable forestry, leading the review of this state's forest fire program,

1strengthening the county forest program and taking the lead in revising the state's
2forestry statute; and
AJR113,2,43 Whereas, in addition to his professional accomplishments he has the ability to
4listen to others and is deeply concerned about his colleagues; now, therefore, be it
AJR113,2,8 5Resolved by the assembly, the senate concurring, That the members of the
6Wisconsin legislature recognize Charles Higgs' stature as a model public employe,
7salute him for his contributions to this state and wish him a long, healthy and
8enjoyable retirement; and, be it further
AJR113,2,10 9Resolved, That the assembly chief clerk shall provide a copy of this joint
10resolution to Charles Higgs.
