SB204,1,2 1An Act to amend 15.915 (2) (a) and 15.915 (2) (b) of the statutes; relating to:
2the membership of the laboratory of hygiene board.
Analysis by the Legislative Reference Bureau
Under current law, the laboratory of hygiene board consists of 11 members,
including the chancellor of the University Wisconsin-Madison, an employe of the
department of health and family services (DHFS) appointed by the secretary of
DHFS and an employe of the department of natural resources (DNR) appointed by
the secretary of DNR.
This bill eliminates the chancellor and the DHFS and DNR employes from the
laboratory of hygiene board and adds to the board a member representing
occupational health laboratories and 3 additional members, who are appointed by
the governor for 3-year terms.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB204, s. 1 3Section 1. 15.915 (2) (a) of the statutes is amended to read:

1family services, the secretary of natural resources and the secretary of agriculture,
2trade and consumer protection, or their designers.
SB204, s. 2 3Section 2. 15.915 (2) (b) of the statutes is amended to read:

5appointed by the secretary of health and family services, an employe of the
6department of natural resources appointed by the secretary of natural resources, a

7A representative of local health departments who is not an employe of the
8department of health and family services, one physician representing clinical
9laboratories and, one member representing private environmental testing
10laboratories, none of whom may be employes of the laboratory of hygiene one member
11representing occupational health laboratories and 3 additional members
, appointed
12for 3-year terms. No member appointed under this paragraph may be an employe
13of the laboratory of hygiene.
SB204, s. 3 14Section 3. Nonstatutory provisions.
SB204,2,2315 (1) Notwithstanding section 15.915 (2) (b) of the statutes, as affected by this act,
16one of the additional members of the laboratory of hygiene board appointed under
17that section shall be initially appointed for a term expiring on May 1, 1999; one of
18the additional members of the laboratory of hygiene board and the member of the
19laboratory of hygiene board who represents occupational health laboratories who are
20appointed under that section shall be initially appointed for terms expiring on May
211, 2000; and one of the additional members of the laboratory of hygiene board
22appointed under that section shall be initially appointed for a term expiring on May
231, 2001.
