SB352,1,3 1An Act to amend 29.145 (1c) (c), 29.145 (2) (c) and 29.174 (2) (g) (intro.); and to
2create
29.092 (3) (gm) and 29.145 (1c) (d) of the statutes; relating to: fishing
3licenses for certain disabled veterans.
Analysis by the Legislative Reference Bureau
Under current law, there is no fee for annual fishing licenses issued to state
residents who are members of the Wisconsin Veterans Home at King and a reduced
fee for such licenses issued to other resident disabled veterans who are more than
70% disabled. This bill provides that veterans who are state residents and totally
disabled from a service-connected disability do not have to pay a fee for an annual
fishing license.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB352, s. 1 4Section 1. 29.092 (3) (gm) of the statutes is created to read:
SB352,1,75 29.092 (3) (gm) Resident disabled veteran; 100% disability. There is no fee for
6an annual fishing license issued to a resident disabled veteran under s. 29.145 (1c)
7(d).
SB352, s. 2 8Section 2. 29.145 (1c) (c) of the statutes is amended to read:

129.145 (1c) (c) Produces evidence that shows that he or she is a veteran, as
2defined in 38 USC 101, and is receiving disability compensation benefits under 38
3USC 301
to 363 1101 to 1163 for a reduction in earning capacity disability that is
4rated greater than 70% but less than total under 38 USC 355 1114.
SB352, s. 3 5Section 3. 29.145 (1c) (d) of the statutes is created to read:
SB352,2,86 29.145 (1c) (d) Produces evidence that shows that he or she is a veteran, as
7defined in 38 USC 101, and is receiving disability compensation benefits under 38
8USC 1101
to 1163 for a disability that is total under 38 USC 1114.
SB352, s. 4 9Section 4. 29.145 (2) (c) of the statutes, as created by 1997 Wisconsin Act 1,
10is amended to read:

12member of the Wisconsin Veterans Home at King or who qualifies for a license under
13sub. (1c) (d)
shall be issued at no charge.

16specified bodies of water in certain urban areas, as determined by rule by the
17department, that allows fishing only by persons who are under 16 years old or who
18are disabled and can produce the evidence specified in s. 29.145 (1c) (a), (b) or, (c) or
