SB37,1,2 1An Act relating to: deductions to labor and professional organizations from
2annuity payments under the Wisconsin retirement system.

This bill requires that the department of employe trust funds (DETF) develop
a proposal to allow annuitants under the Wisconsin retirement system (WRS)
annually to make deductions from their monthly annuity payments to organizations
that represent annuitants of WRS, including labor and professional organizations.
The bill also requires DETF to submit the proposal to the joint committee on finance
and to the joint survey committee on retirement systems no later than September 15,
1998.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB37, s. 1 3Section 1. Nonstatutory provisions.
SB37,2,54 (1) The department of employe trust funds shall develop a proposal to allow
5annuitants under the Wisconsin retirement system annually to make deductions
6from their monthly annuity payments to organizations that represent annuitants of

1the Wisconsin retirement system, including labor and professional organizations.
2The department shall submit the annuity deduction proposal to the joint committee
3on finance and to the joint survey committee on retirement systems no later than
4September 15, 1998. The proposal shall include provisions that do all of the
5following:
SB37,2,66 (a) Protect the confidentiality of the annuitants.
SB37,2,87 (b) Establish procedures to allow annuitants to make deductions as soon as
8practicable after the establishment of an annuity deduction program.
SB37,2,109 (c) Recommend methods to cover any costs incurred by the department in
10administering an annuity deduction program.
SB37,2,1111 (d) Determine the need for rule-making authority.
SB37,2,1412 (2)  When submitting its agency budget request for the 1999-2001 biennium
13under section 16.42 of the statutes, the department shall include in its request the
14costs to implement the annuity deduction program developed under subsection (1).
