1997 - 1998 LEGISLATURE
February 10, 1998 - Introduced by Senators Wineke, Risser, Clausing and Moore,
cosponsored by Representatives Notestein, Hasenohrl, Baldwin, R. Young,
Riley
and Morris-Tatum. Referred to Committee on Health, Human Services,
Aging, Corrections, Veterans and Military Affairs.
SB454,1,3 1An Act to amend 49.175 (1) (w) 2.; and to repeal and recreate 49.775 (4) of the
2statutes; relating to: payments for children of recipients of supplemental
3security income.
Analysis by the Legislative Reference Bureau
Under current law, a recipient of federal supplemental security income (SSI)
benefits or of state supplemental payments receives $77 for the support of each
dependent child of that recipient if the recipient is a single parent or if both parents
are recipients of SSI or state supplemental payments. Previously, the children of
these recipients were entitled to benefits under the aid to families with dependent
children (AFDC) program, which was replaced by the Wisconsin works program.
Under AFDC, the state was divided into two different areas -- area I and area II.
The benefit amount for those living in area II was 97% of the benefit amount for those
living in area I.
This bill increases the payment amounts for the support of the dependent
children of recipients of SSI or state supplemental payments to equal the area I
benefit amounts paid under AFDC.
For further information see the state and local fiscal estimate, which will be
printed as an appendix to this bill.
