SB479,1,3 An Act to amend 20.285 (2) (i) 1. b. and 20.285 (2) (i) 1. c. of the statutes; relating to: The tuition revenue expenditure authority of the board of regents of the University of Wisconsin System and making an appropriation.

Analysis by the Legislative Reference Bureau

Currently, the board of regents of the University of Wisconsin (UW) System is appropriated, from revenues generated by academic student fees, a specified amount for degree credit instruction, plus all of the following:

1. An amount equal to not more than the amount by which the expenditure estimate for the appropriation exceeded actual expenditures from the appropriation in the previous fiscal year.

2. For the first fiscal year of a fiscal biennium, an amount equal to 4% of the specified amount for that fiscal year.

3. For the 2nd fiscal year of a fiscal biennium, an amount equal to 7% of the specified amount for that fiscal year.

This bill provides that the additional amount described under item 2. above, applies only for the 1997-98 fiscal year and the additional amount under item 3., above, applies only for the 1998-99 fiscal year.

For further information see the state fiscal estimate, which will be printed as an appendix to this bill.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB479, s. 1 Section 1. 20.285 (2) (i) 1. b. of the statutes, as created by 1997 Wisconsin Act 27, is amended to read:

SB479,2,5 20.285 (2) (i) 1. b. For the first fiscal year of a fiscal biennium, an amount equal to 4% of the amount in the schedule for the appropriation under sub. (1) (im), to the extent that sufficient revenues are available in the appropriation account under sub. (1) (im) to finance this appropriation. This subdivision 1. b. does not apply after June 30, 1998.

SB479, s. 2 Section 2. 20.285 (2) (i) 1. c. of the statutes, as created by 1997 Wisconsin Act 27, is amended to read:

SB479,2,12 20.285 (2) (i) 1. c. For the 2nd fiscal year of a fiscal biennium, an amount equal to 7% of the amount in the schedule for the appropriation under sub. (1) (im), to the extent that sufficient revenues are available in the appropriation account under sub. (1) (im) to finance this appropriation. This subdivision 1. c. does not apply after June 30, 1999.
