SB521,1,4 1An Act to amend 48.656 and 48.657 (1) (intro.) of the statutes; relating to: a
2parent's right to know certain information about a family day care center and
3the posting and making available to parents of reports and notices of violations
4by family day care centers.
Analysis by the Legislative Reference Bureau
Under current law, every parent, guardian or legal custodian of a child who is
receiving care and supervision, or of a child who is a prospective recipient of care and
supervision, from a day care center that provides care and supervision for 9 or more
children (group day care center) has the right to know certain information about the
group day care center that would aid the parent, guardian or legal custodian in
assessing the quality of care and supervision provided by the group day care center.
Also, under current law, the department of health and family services (DHFS) must
provide an annual report to all group day care centers that includes all violations of
the statutes, administrative rules and provisions of licensure by the group day care
center, a telephone number at DHFS that a person may call to complain of any
alleged violation of a statute, rule or provision of licensure by the group day care
center and the results of the most recent inspection of the group day care center. The
group day care center must post the report next to the group day care center's license
in a place where the report and the inspection results can be seen by parents,
guardians or legal custodians during the group day care center's hours of operation.
In addition, if the report indicates that the group day care center is in violation of a
statute, rule or provision of licensure, the group day care center must post with the

report any notices received from DHFS relating to the violation. A group day care
center must also make available to the parent, guardian or legal custodian of any
child who is receiving, or who is a prospective recipient of, care and supervision from
the group day care center the reports received from DHFS for the previous 2 years
together with any notices received from DHFS relating to any violations identified
in those reports.
This bill extends these requirements to day care centers that provide care and
supervision for 4 to 8 children, commonly known as "family day care centers".

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
