SJR21,1,1 1Relating to: urging mitigation of economic warfare among the states.
SJR21,1,42 Whereas, targeted business incentive programs have proliferated into a
3counterproductive economic war among the states and now form the cornerstone of
4state-sponsored "economic development" policies; and
SJR21,1,85 Whereas, these programs fail to promote healthy and equitable statewide
6economic growth and, in reality, result in states engaging in economic warfare by
7encouraging businesses to move, both within and between states, with no significant
8economic benefit in the aggregate; and
SJR21,1,109 Whereas, America's future in the global economy depends on its educational,
10industrial, technological and research capabilities throughout the 50 states; and
SJR21,1,1211 Whereas, discontinuation of wasteful programs can be achieved through a
12combination of new state and federal policies; and
SJR21,1,1613 Whereas, states would be better off providing a high quality educational system
14designed to produce an adequately trained and ready work force, support for
15research and development, a high-quality transportation system and other
16high-quality traditional government services; and

1Whereas, efforts are currently under way in the U.S. Congress to identify and
2eliminate federally funded programs that are used by the states to escalate this
3economic warfare; now, therefore, be it
SJR21,2,7 4Resolved by the senate, the assembly concurring, That the Wisconsin
5legislature strongly urges the Wisconsin congressional delegation to support efforts
6in the U.S. Congress and other legislative initiatives that will begin to mitigate this
7economic warfare; and, be it further
SJR21,2,9 8Resolved, That the Wisconsin legislature strongly urges the governors and
9other state legislatures to promulgate this message; and, be it further
SJR21,2,14 10Resolved, That the senate chief clerk shall provide copies of this joint
11resolution to the members of the Wisconsin congressional delegation, to the speaker
12and clerk of the U.S. house of representatives, to the president pro tempore and the
13secretary of the U.S. senate, and to the governors and the appropriate officers of the
14legislatures of all other states.
