2Agency's proposed rules on animal waste.
SJR46,1,43 Whereas, the U.S. Environmental Protection Agency has recently proposed
4rules that would provide for strict application of the Clean Water Act to farms; and
SJR46,1,65 Whereas, under the proposed rules even small farms would be required to
6conform to stringent manure management standards; and
SJR46,1,87 Whereas, Wisconsin's environmental protection rules are among the more
8effective in the nation; and
SJR46,1,109 Whereas, the proposed rules would be yet another federal impediment to the
10profitable operation of farms; and
SJR46,1,1211 Whereas, profitable farming is inherently difficult and federal actions recently
12have made it even more difficult; and
SJR46,1,1413 Whereas, agriculture has been an important part of Wisconsin's economy for
14decades; and

1Whereas, thousands of Wisconsin farm families wish to continue engaging in
2their livelihoods and to do so need assistance, not further burdens; now, therefore,

SJR46,2,6 4Resolved by the senate, the assembly concurring, That the members of the
5Wisconsin legislature urge the U.S. Congress to oppose the Environmental
6Protection Agency's proposed animal waste rules; and, be it further
SJR46,2,8 7Resolved, That the senate chief clerk shall provide copies of this joint
8resolution to each member of this state's congressional delegation.
