SR2,1,2 1To amend senate rules 24 and 50 (1); and to create senate rule 41 (1) (e); relating
2to:
the senate rules.
Analysis by the Legislative Reference Bureau
This senate resolution makes various changes to the senate rules. The
resolution:
1. Amends Senate Rule 24 to provide that a member is considered present for
the purposes of determining a quorum of a committee necessary to hold a public
hearing if the member is connected to the hearing by means of a 2-way, audiovisual
transmission.
2. Creates a new Senate Rule 41 (1) (e) authorizing the committee on senate
organization, if the committee receives a standing committee's report on a bill that
by statute requires review by the joint committee on finance before being passed, to
rerefer that bill to the joint committee on finance on any day of any interim period
between regularly scheduled floorperiods. If any bill is so rereferred, the chief clerk
shall record the rereferral by an appropriate entry in the journal.
3. Amends Senate Rule 50 (1) to delete the provision that an amendment is
nongermane if it would require a relating clause essentially different from the
relating clause of the original proposal.

SR2, s. 1 4Section 1. Senate rule 24 is amended to read:
SR2,2,65 Senate Rule 24. Committee quorum; subcommittees. A majority of any
6committee shall constitute a quorum for the transaction of business. Solely for the
7purpose of determining a quorum of a committee necessary to hold a public hearing,

1a member who is connected to the hearing by means of a 2-way, audiovisual
2transmission shall be considered present.
Subcommittees may be appointed to take
3charge of any part of the committee's business and to report to the committee.
4Motions to reconsider may be made in committee, before the papers are reported to
5the senate. Rereference shall give the committee full power to act without
6reconsidering its former action.
SR2, s. 2 7Section 2. Senate rule 41 (1) (e) is created to read:
SR2,2,138 Senate Rule 41 (1) (e) During any interim period between regularly scheduled
9floorperiods, if the committee on senate organization receives a standing committee's
10report on a bill that by statute requires review by the joint committee on finance
11before being passed, the committee on senate organization may, on any day of the
12interim, rerefer that bill to the joint committee on finance and, in that case, shall
13direct the chief clerk to record the rereferral by an appropriate entry in the journal.
SR2, s. 3 14Section 3. Senate rule 50 (1) is amended to read:
SR2,2,2015 Senate Rule 50 (1) No standing committee shall report any substitute or
16amendment for any proposal originating in either house referred to such committee
17nor shall the senate consider any substitute or amendment which relates to a
18different subject, is intended to accomplish a different purpose, would require a
19relating clause essentially different from the relating clause of the original proposal

20or would totally alter the nature of the original proposal.
