AB33,1,3 1An Act to renumber and amend 118.169; to amend 118.169 (title) and 119.04
2(1); and to create 118.169 (2) of the statutes; relating to: the use by public
3schools of pupil identification bracelets, necklaces or pins.

Beginning January 1, 2000, this bill prohibits a school board from requiring a
pupil to wear a bracelet, necklace or pin, or any similar item, that incorporates the
pupil's identification number or that incorporates a bar code or any other form of
personal identification.
Beginning January 1, 2000, current law will prohibit a school board, other than
the Milwaukee Public Schools (MPS), or a private school from assigning to a pupil
an identification number that incorporates the pupil's social security number. This
bill extends this prohibition to MPS.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 2. 118.169 of the statutes, as created by 1997 Wisconsin Act 128, is
2renumbered 118.169 (1) and amended to read:
AB33,2,113 118.169 (1) A school board, and the governing body of a private school, may
4assign to each pupil enrolled in the school district or private school a unique
5identification number. The school board or governing body shall not assign to any
6pupil an identification number that is identical to or incorporates the pupil's social
7security number. This section subsection does not prohibit a school board or
8governing body from requiring a pupil to disclose his or her social security number,
9nor from using a student's pupil's social security number if such use is required by
10a federal or state agency or private organization in order for the school district or
11private school to participate in a particular program.
AB33, s. 3 12Section 3. 118.169 (2) of the statutes is created to read:
AB33,2,1513 118.169 (2) A school board may not require a pupil to wear a bracelet, necklace
14or pin, or any similar item, that incorporates the pupil's identification number or that
15incorporates a bar code or any other form of personal identification.
AB33, s. 4 16Section 4. 119.04 (1) of the statutes, as affected by 1997 Wisconsin Act 77, is
17amended to read:

25a 1st class city school district and board.

1Section 5. Effective date.
AB33,3,32 (1) This act takes effect on January 1, 2000, or on the day after publication,
3whichever is later.
