AB514,1,4 1An Act to amend 118.019 (2) (intro.) and 118.019 (2) (e); and to create 118.019
2(2m) of the statutes; relating to: requiring school boards that provide
3instruction in human sexuality and related subjects to provide instruction in
4marriage and parental responsibility.

Current law permits a school board to provide instruction in human sexuality,
reproduction, family planning, human immunodeficiency virus and acquired
immunodeficiency syndrome, prenatal development, childbirth, adoption, available
prenatal and postnatal support and male responsibility. This bill provides that if a
school board offers instruction in any of these subjects, it must also offer instruction
in marriage and parental responsibility.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB514, s. 1 5Section 1. 118.019 (2) (intro.) of the statutes is amended to read:
AB514,2,36 118.019 (2) Subjects. (intro.) A school board may provide an instructional
7program in human growth and development in grades kindergarten to 12. If

1provided, the program shall offer information and instruction appropriate to each
2grade level and the age and level of maturity of the pupils. The Except as provided
3in sub. (2m), the
program may include instruction in any of the following areas:

6s. 253.07 (1) (a), including natural family planning; human immunodeficiency virus
7and acquired immunodeficiency syndrome; prenatal development; childbirth;
8adoption; and available prenatal and postnatal support ; and male responsibility.
AB514, s. 3 9Section 3. 118.019 (2m) of the statutes is created to read:
AB514,2,1210 118.019 (2m) Marriage and parental responsibility. If a school board provides
11instruction in any of the areas under sub. (2) (e), the school board shall also provide
12instruction in marriage and parental responsibility.
AB514, s. 4 13Section 4. Effective date.
AB514,2,1514 (1) This act takes effect on the first day of the 13th month beginning after
15publication.
