AB582,1,2 1An Act to create 20.485 (2) (q), 21.11 (3) and 45.19 of the statutes; relating to:
2military honors funerals for veterans and making an appropriation.

This bill gives the department of veterans affairs (DVA) the authority to
coordinate a program that uses national guard members and local units of member
organizations of the council on veteran programs to provide military honors funerals
to deceased veterans. Under the bill, the adjutant general is given authority to
activate national guard members to serve on honors details at military honors
funerals for deceased veterans. The bill also allows DVA to reimburse the local units
of veterans organizations for the costs of providing military honors funerals for
deceased veterans. The maximum reimbursement to a local veterans organization
is $50 per funeral. Currently, local veterans groups provide military honors funerals
for deceased veterans on an ad hoc basis, using volunteers.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

3to provide military honors funerals for veterans under s. 45.19.
AB582, s. 3 4Section 3. 21.11 (3) of the statutes is created to read:
AB582,2,75 21.11 (3) The adjutant general may activate members of the national guard for
6the purpose of serving on an honors detail of a military honors funeral for a deceased
7veteran under s. 45.19.
AB582, s. 4 8Section 4. 45.19 of the statutes is created to read:
AB582,2,17 945.19 Military honors funerals. The department of veterans affairs shall
10administer a program to coordinate the provision of military honors funerals to
11deceased veterans by local units of member organizations of the council on veterans
12programs and by members of the Wisconsin national guard activated under s. 21.11
13(3). From the appropriation under s. 20.485 (2) (q), the department shall reimburse
14a local unit of a member organization of the council on veterans programs for the
15costs of providing a military honors funeral to a deceased veteran whose family has
16insufficient resources to pay those costs. The reimbursement may not exceed $50 for
17each military honors funeral.

2year 1999-00 and the dollar amount is increased by $85,500 for fiscal year 2000-01
3to increase the authorized FTE positions by 2.0 SEG positions on May 1, 2000, to
4administer the military honors funeral program.
