AB772,1,3 1An Act to renumber and amend 29.559 (1); to amend 29.193 (3) (intro.); and
2to create 29.193 (3m) and 29.559 (1) (b) of the statutes; relating to: the
3issuance of temporary fishing licenses to disabled persons.
Analysis by the Legislative Reference Bureau
Under current law, the department of natural resources (DNR) and the agents
that DNR appoints (issuing agents) may issue annual fishing licenses to state
residents who have certain disabilities (disabled persons). An issuing agent may
keep 50 cents of each fishing license fee.
This bill provides that, upon receipt of an application for an annual fishing
license for a disabled person, an issuing agent must forward the application to DNR
and issue the person a temporary fishing license valid for 14 days. DNR must grant
or deny the application within this 14-day period. Finally, the bill provides that an
issuing agent may keep 75 cents of the fishing license fee.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

129.193 (3) Fishing Annual fishing license for disabled persons. (intro.) The
2department shall issue, subject to sub. (3m) and s. 29.09 (11m) 29.024 (2g), an annual
3disabled person fishing license to any resident who applies for this license and who
4does one of the following:

AB772,2,146 29.193 (3m) Temporary fishing license for disabled persons. If a person
7submits an application to an issuing agent for an annual disabled person fishing
8license, including the evidence specified in sub. (3) (a), (b) or (c) required for
9consideration of the application by the department, the issuing agent shall issue a
10temporary disabled person fishing license to the applicant and promptly forward all
11of the application materials for the annual fishing license to the department. A
12temporary fishing license issued under this subsection is valid for 14 days. The
13department shall grant or deny the application for an annual disabled person fishing
14license under sub. (3) within 14 days of the date of application.
AB772, s. 3 15Section 3. 29.559 (1) of the statutes, as affected by 1999 Wisconsin Act 9, is
16renumbered 29.559 (1) (a) and amended to read:

18stamp under this chapter shall collect, in addition to the statutory license or stamp
19fee, an issuing fee for each license and each stamp the person issued. A Except as
20provided in par. (b), a
person appointed under s. 29.024 (6) (a) 2., 3. or 4. may retain
2150 cents of each issuing fee for each license and 15 cents for each issuing fee of each
22stamp to compensate for services in issuing the license or stamp.
