AB865,1,3 An Act to amend 14.20 (title) and 20.525 (1) (f); and to create 14.20 (3m) and 20.525 (1) (e) of the statutes; relating to: grants for the establishment and operation of reading academies and making an appropriation.

Analysis by the Legislative Reference Bureau

This bill directs the governor to award grants to persons to establish and operate reading academies for the purpose of improving the ways in which elementary school teachers provide reading instruction. Grants must be awarded, on a competitive basis, to those programs that are based on the best information available about how children learn to read, except that at least one grant must be awarded annually to an applicant located in the territory of each cooperative educational service agency.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB865, s. 1 Section 1. 14.20 (title) of the statutes, as affected by 1999 Wisconsin Act 9, is amended to read:

AB865,1,6 14.20 (title) Literacy improvement aids ; reading academies.

AB865, s. 2 Section 2. 14.20 (3m) of the statutes is created to read:

AB865,2,10 14.20 (3m) From the appropriation under s. 20.525 (1) (e), the governor shall award grants to persons to establish and operate reading academies for the purpose of improving the ways in which elementary school teachers provide reading instruction. Grants shall be awarded on a competitive basis to those programs that are based on the best information available about how children learn to read, information that has been ascertained through sound research conducted according to scientific principles. The governor shall ensure that at least one grant under this subsection is awarded annually to an applicant located in the territory of each cooperative educational service agency.

AB865, s. 3 Section 3. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: - See PDF for table

AB865, s. 4 Section 4. 20.525 (1) (e) of the statutes is created to read:

AB865,2,15 20.525 (1) (e) Reading academies. The amounts in the schedule to provide grants for the establishment and operation of reading academies under s. 14.20 (3m).

AB865, s. 5 Section 5. 20.525 (1) (f) of the statutes is amended to read:

AB865,2,18 20.525 (1) (f) Literacy improvement aids. The amounts in the schedule for the governor to provide grants for literacy improvement under s. 14.20 (2).
