AB900,1,4 1An Act to repeal 46.85 (3m) (b) 1. and 46.85 (3m) (b) 2.; to renumber and

46.85 (3m) (b) (intro.); and to amend 46.27 (4) (c) 4., 46.275 (5) (b) 2.
3and 46.85 (3m) (a) of the statutes; relating to: increasing funding for retired
4senior volunteer programs and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the department of health and family services (DHFS)
provides general purpose revenue to public agencies and nonprofit organizations to
administer retired senior volunteer programs (RSVPs). Currently, the general
purpose revenue supplements federal funding for these programs. RSVPs are
designed to help individuals who are age 55 and older find opportunities to perform
volunteer work in their communities.
This bill increases the funding for RSVPs in the 2000-01 fiscal biennium. The
increase in funding will be used in part to provide grants of $15,000 to each county
RSVP in operation on the effective date of this act, grants of $20,000 to each of five
county RSVPs in operation on the effective date of this act for the expansion of the
programs into a contiguous county and, for the establishment of a new RSVP, one
grant of $40,000 to a county that is not contiguous to a county in which an RSVP
operates.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB900, s. 1 1Section 1. 46.27 (4) (c) 4. of the statutes is amended to read:
AB900,2,52 46.27 (4) (c) 4. A description of the method to be used to coordinate the use of
3funds received under this program with the use of other funds allocated to the county
4under ss. 46.495 (1) (d), 46.80 (5) and 46.85 (3m) (a) and (b) 1. and 2. and to county
5departments under s. 51.423.
AB900, s. 2 6Section 2. 46.275 (5) (b) 2. of the statutes is amended to read:
AB900,2,107 46.275 (5) (b) 2. Reduce federal, state or county matching expenditures for
8long-term community support services provided to any person as part of this
9program from funds allocated under s. 46.495 (1) (d), 46.80 (5), 46.85 (3m) (a) and (b)
101. and 2. or 51.423, as indicated in the county's budget or by actual expenditures.
AB900, s. 3 11Section 3. 46.85 (3m) (a) of the statutes is amended to read:
AB900,2,1512 46.85 (3m) (a) From the appropriation under s. 20.435 (7) (dh), the department
13shall provide a state supplement to federally funded senior companion and retired
14senior volunteer program units that were in operation on December 1, 1988, and
15administered by qualified public and non-profit private agencies.
AB900, s. 4 16Section 4. 46.85 (3m) (b) (intro.) of the statutes is renumbered 46.85 (3m) (b)
17and amended to read:

19shall allocate funds, based on the percentage of the state's population of low-income
20persons over age 60 who reside in each county or are members of an American Indian
21tribe, and distribute the funds to counties and federally recognized tribal governing

1bodies to supplement any of the following: federal projects providing supportive
2services under 42 USC 3030d, congregate nutrition services under 42 USC 3030e,
3home-delivered meals under 42 USC 3030f and 3030g, in-home services for frail
4older individuals under 42 USC 3030h, 3030i, 3030j and 3030k and preventive
5health services under 42 USC 3030m, 3030n and 3030o.
AB900, s. 5 6Section 5. 46.85 (3m) (b) 1. of the statutes is repealed.
AB900, s. 6 7Section 6. 46.85 (3m) (b) 2. of the statutes is repealed.
AB900, s. 7 8Section 7 . Nonstatutory provisions.
AB900,3,129 (1) Retired senior volunteer programs. From the appropriation under section
1020.435 (7) (dh) of the statutes, as affected by the acts of 1999, the department of
11health and family services shall provide during the 2000-01 fiscal year all of the
12following:
AB900,3,1513 (a) A grant of $15,000 to each individual county retired senior volunteer
14program authorized under section 46.85 of the statutes that is in operation on July
151, 2000, and was in operation on the effective date of this paragraph.
AB900,3,2016 (b) A grant of $20,000 to each of 5 county retired senior volunteer programs
17authorized under section 46.85 of the statutes that are in operation on July 1, 2000,
18and were in operation on the effective date of this paragraph for the expansion of the
19programs into a contiguous county that is not currently served by a retired senior
20volunteer program.
AB900,3,2321 (c) One grant of $40,000 to a county that is not contiguous to a county in which
22a retired senior volunteer program operates for the establishment of a retired senior
23volunteer program.
AB900, s. 8 24Section 8 . Appropriation changes.

1(1) Retired senior volunteer programs funding. In the schedule under section
220.005 (3) of the statutes for the appropriation to the department of health and family
3services under section 20.435 (7) (dh) of the statutes, as affected by the acts of 1999,
4the dollar amount is increased by $575,000 for fiscal year 2000-01 to provide grants
5authorized under Section 3 (1) of this act for retired senior volunteer programs.
