AJR69,1,1 Relating to: the life and public service of Lynn E. Stalbaum.

AJR69,1,3 Whereas, Lynn E. Stalbaum was born on May 15, 1920, in Waterford, Wisconsin, and died on June 27, 1999, in Washington, D.C.; and

AJR69,1,5 Whereas, Mr. Stalbaum was educated in Racine County rural schools and graduated from the Racine County Agriculture School in 1936; and

AJR69,1,7 Whereas, during World War II, he served aboard a U.S. Navy destroyer in the South Pacific; and

AJR69,1,10 Whereas, Mr. Stalbaum served in the Wisconsin senate from 1955 to 1964, where he was elected minority caucus chairman in the 1957, 1959 and 1961 sessions and assistant minority leader in the 1963 session; and

AJR69,1,13 Whereas, Mr. Stalbaum's former legislative colleagues have described him "as a legislator who had the maddening tendency to expect reason to dominate legislative debate"; and

AJR69,2,3 Whereas, he represented Wisconsin's 1st Congressional District in the U.S. House of Representatives from 1965 to 1967 and served with distinction on the Committee on Agriculture; and

AJR69,2,5 Whereas, upon leaving Congress, he became a certified public accountant and served as legislative consultant to rural electric and dairy cooperatives; and

AJR69,2,7 Whereas, from the mid-1960's to the mid-1990's, he kept his ties to the dairy industry, writing articles for Hoard's Dairyman magazine; and

AJR69,2,9 Whereas, Mr. Stalbaum served as the president of Pilgrim Lutheran Church in Bethesda, Maryland; now, therefore, be it

AJR69,2,13 Resolved by the assembly, the senate concurring, That: the members of the Wisconsin legislature commend the devoted public service that Lynn E. Stalbaum contributed to this state and country, express their sorrow at his death, and extend their condolences to his family and friends; and, be it further

AJR69,2,16 Resolved, That the assembly chief clerk shall provide copies of this joint resolution to Mr. Stalbaum's daughters, Linda and Lori Stalbaum; and to his sons, Dale and Dane Stalbaum.
