AJR92,1,1 1Relating to: establishment of a rotating regional presidential primary system.
AJR92,1,32 Whereas, the quadrennial election of the president and vice president of the
3United States is among the most important civic acts of the voters of this state; and
AJR92,1,64 Whereas, the process leading to the nomination of candidates for president and
5vice president of the United States should be as open and participatory as possible;
6and
AJR92,1,97 Whereas, it will enhance voter participation, strengthen the political process
8and protect the rights of all states and their citizens to have a coordinated, orderly
9and defined electoral schedule; now, therefore, be it
AJR92,1,12 10Resolved by the assembly, the senate concurring, That the legislature of
11the state of Wisconsin agrees in principle with the concept of establishing a rotating
12regional presidential primary system; and, be it further
AJR92,2,3 13Resolved, That, understanding the historically important role that smaller
14states have played in the presidential selection process in terms of "retail politics",
15the legislature accepts the concept that under such a system the state of Iowa would

1be allowed to conduct its caucuses and the state of New Hampshire would be allowed
2to conduct its primary prior to the conduct of any other primary election; and, be it

AJR92,2,6 4Resolved, That the legislature understands that under such a system the
5United States would be divided into 4 geographic regions, with this state to be
6included in the midwestern region; and, be it further
AJR92,2,10 7Resolved, That the legislature understands that under such a system this
8state would hold its presidential preference primary on the first Monday after the
9first Tuesday in May, 2004, and thereafter every 4 years on the first Tuesday in June,
10March, April or May, with the month of the primary rotating in that sequence.
