AR32,1,5 1Relating to: urging Congress to pass legislation to require federal executive
2agencies to establish expedited review procedures for granting a waiver to a
3state under a grant program administered by the federal agency if another
4state has already been granted a similar waiver by the agency under that
5program.
AR32,1,76 Whereas, from 1997 to August 1999, Wisconsin applied for 70 waivers from
7federal agencies; and
AR32,1,108 Whereas, these waivers were not because Wisconsin couldn't or wouldn't meet
9federal policy objectives, but because, like so many states, Wisconsin wanted to try
10new innovative approaches to meeting long-standing policy challenges; and
AR32,1,1311 Whereas, each waiver application requires extensive efforts and costs, and the
12response and processing time from the federal agencies adds the burdens of
13uncertainty and suspended state policymaking; and
AR32,1,1514 Whereas, the difficulty, cost and delays of obtaining a federal waiver discourage
15states from trying to meet their residents' needs in innovative ways; and

1Whereas, 2 of Wisconsin's members of Congress, Representatives Green and
2Ryan, have introduced H.R. 2376 to require federal executive agencies to establish
3expedited review procedures for granting a waiver to a state under a grant program
4administered by the federal agency if another state has already been granted a
5similar waiver by the agency under that program; and
AR32,2,86 Whereas, the bill will allow each state to take advantage of the creative
7policymaking of other states and encourage creativity and innovation; now,
8therefore, be it
AR32,2,13 9Resolved by the assembly, That the assembly of the state of Wisconsin hereby
10urges Congress to pass legislation to require federal executive agencies to establish
11expedited review procedures for granting a waiver to a state under a grant program
12administered by the federal agency if another state has already been granted a
13similar waiver by the agency under that program; and, be it further
AR32,2,18 14Resolved, That the assembly chief clerk shall provide a copy of this resolution
15to the president and secretary of the U.S. senate, to the speaker and clerk of the U.S.
16house of representatives and to each member of the congressional delegation from
17this state attesting the adoption of this resolution by the 1999 assembly of the state
18of Wisconsin.
