AR34,1,2 1Relating to: commending Senator Herb Kohl for his support for an actual
2enumeration in the 2000 U.S. census.
AR34,1,53 Whereas, the U.S. Constitution requires an actual enumeration of the
4population every 10 years and entrusts Congress with overseeing all aspects of each
5decennial enumeration; and
AR34,1,96 Whereas, the Wisconsin state assembly has voted to urge Congress to uphold
7the U.S. Constitution and oppose an initiative by the Clinton Administration to
8partially replace actual enumeration with statistical sampling in the 2000 U.S.
9census; and
AR34,1,1210 Whereas, Senator Kohl recognizes the devastating impact that sampling
11procedures could have on the state of Wisconsin in our efforts to receive our fair share
12of federal aid; and
AR34,2,313 Whereas, Senator Kohl stated in the Capital Times that the sampling scheme
14was a "desperate attempt to circumvent the recent Supreme Court decision against
15sampling in the 2000 census" and "The decision to come up with two census counts,

1one for reapportionment and one for everything else, is confusing and unfair" and
2"Should the Census Bureau succeed in implementing this plan, Wisconsin could risk
3losing millions in federal funding"; now, therefore, be it
AR34,2,6 4Resolved by the assembly, That the assembly commends Senator Kohl for his
5opposition to plans to subvert the U.S. Constitution through the use of statistical
6sampling; and, be it further
AR34,2,10 7Resolved, That the assembly commends Senator Herb Kohl for his support of
8the U.S. Constitution and for working to protect the interests of Wisconsin residents
9by putting those interests ahead of the political agenda of his own political party;
10and, be it further
AR34,2,15 11Resolved, That the assembly chief clerk shall provide a copy of this resolution
12to the president and secretary of the U.S. senate, to the speaker and clerk of the U.S.
13house of representatives and to each member of the congressional delegation from
14this state attesting the adoption of this resolution by the 1999 assembly of the state
15of Wisconsin.
