assembly from attending or traveling to any meeting or event held or sponsored in
whole or in part by a national or regional organization of legislatures that has South
Carolina as a member, or by an organization of legislators that has legislators from
South Carolina as members, while the state of South Carolina flies the confederate
flag in an official capacity.
