AR7,1,32 Whereas, Betty Franklin-Hammonds was born on December 23, 1942, in
3Tampa, Florida, and died unexpectedly on April 28, 1999, in Madison; and
AR7,1,64 Whereas, Ms. Franklin-Hammonds began her undergraduate college career at
5Dillard University in New Orleans, received her bachelor's degree from Florida A &
6M and her master's degree in Sociology from Florida State University;
AR7,1,97 Whereas, Ms. Franklin-Hammonds served in various leadership positions for
8the NAACP-Madison branch, including president, treasurer, secretary and
9education committee chair; and
AR7,1,1410 Whereas, Ms. Franklin-Hammonds served the greater Madison community on
11the Police Advisory Committee, on Madison Metropolitan School District
12committees, on the board of the National Association of Social Workers, on the board
13for the United Way of Dane County, as secretary of the Dane County Parent Council,
14and as cofounder of the King Coalition; and

1Whereas, Ms. Franklin-Hammonds, from 1984-1992, served as the executive
2director and later as president and CEO of the Madison Urban League; and
AR7,2,53 Whereas, Ms. Franklin-Hammonds, as editor-in-chief and publisher of The
4Madison Times Weekly Newspaper since 1991, elevated that paper to national
5prominence as a newspaper serving minority populations; and
AR7,2,76 Whereas, Ms. Franklin-Hammonds tirelessly advocated for quality education
7for all children and particularly for children of color; and
AR7,2,108 Whereas, Ms. Franklin-Hammonds was respected and admired by countless
9friends, coworkers and acquaintances and by persons who knew her only by her good
10works; and
AR7,2,1311 Whereas, Ms. Franklin-Hammonds will be remembered not only as a powerful,
12soft-spoken civil rights activist, but also as a mother, wife, sister, humanitarian, and
13an inspiration to all who knew her; now, therefore, be it
AR7,2,17 14Resolved by the assembly, That the members of the assembly of the state of
15Wisconsin honor and commend Betty Franklin-Hammonds's years of dedicated
16public service and extend their condolences to her family and friends; and, be it
17further
AR7,2,19 18Resolved, That the assembly chief clerk shall provide copies of this resolution
19to the family members of Betty Franklin-Hammonds.
