SB147,1,2 1An Act to create 230.03 (13m), 230.04 (16) and 230.12 (11) of the statutes;
2relating to: salaries of teachers employed by the state.
Analysis by the Legislative Reference Bureau
This bill requires that the secretary of employment relations include in the
compensation plan for the 2001-02 fiscal biennium the following for all classes in the
state civil service that are composed of teachers:
1. Pay ranges that have a minimum pay rate equal to the sum of 60% of the
hourly wage paid to first-year teachers permanently employed by school districts
and 40% of the hourly wage paid to first-year teachers permanently employed by
technical college districts.
2. Pay ranges that have a maximum pay rate equal to the sum of 60% of the
hourly wage paid to teachers with the most experience who are permanently
employed by school districts and 40% of the hourly wage paid to teachers with the
most experience who are permanently employed by technical college districts.
3. Annual increases in pay rate and progression through pay ranges based on
the number of years an employe has been employed in a class composed of teachers.
4. Additional pay adjustments for educational qualifications in amounts
similar to the sum of 60% of the amount available to teachers permanently employed
by school districts and 40% of the amount available to teachers permanently
employed by technical college districts.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB147, s. 1 1Section 1. 230.03 (13m) of the statutes is created to read:
SB147,2,62 230.03 (13m) "Teacher" means any person engaged in the exercise of any
3educational function at the primary, secondary or adult education level during the
4course of his or her employment, but does not include any person with an
5employment status similar to that of an auxiliary instructional employe under s.
6115.29 (3).
SB147, s. 2 7Section 2. 230.04 (16) of the statutes is created to read:
SB147,2,98 230.04 (16) The secretary shall calculate on or before December 1 of each
9even-numbered year, beginning in 2000, all of the following:
SB147,2,1110 (a) 1. The average hourly wage, not including adjustments for additional
11qualifications, paid to first-year teachers permanently employed by school districts.
SB147,2,1412 2. The average hourly wage, not including adjustments for additional
13qualifications, paid to first-year teachers permanently employed by technical
14college districts.
SB147,2,1715 (b) 1. The average hourly wage, not including adjustments for additional
16qualifications, paid to teachers with the most experience who are permanently
17employed by school districts.

SB147, s. 3 6Section 3. 230.12 (11) of the statutes is created to read:
SB147,3,107 230.12 (11) Compensation plan; teacher classes. Notwithstanding subs. (1),
8(4) and (5), the compensation plan submitted to the joint committee on employment
9relations under sub. (3) shall include all of the following for classes composed of
10teachers:
SB147,3,1311 (a) Pay ranges that have a minimum pay rate equal to the sum of 60% of the
12hourly wage determined under s. 230.04 (16) (a) 1. and 40% of the hourly wage
13determined under s. 230.04 (16) (a) 2.
SB147,3,1614 (b) Pay ranges that have a maximum pay rate equal to the sum of 60% of the
15hourly wage determined under s. 230.04 (16) (b) 1. and 40% of the hourly wage
16determined under s. 230.04 (16) (b) 2.
SB147,3,1817 (c) Annual increases in pay rate and progression through pay ranges based on
18the number of years an employe has been employed in a class composed of teachers.
SB147,3,2219 (d) Adjustments in pay above the rate calculated under pars. (a) to (c) for
20additional educational qualifications, in amounts similar to the sum of 60% of the
21amount determined under s. 230.04 (16) (c) 1. and 40% of the amount determined
22under s. 230.04 (16) (c) 2.

1(1) The treatment of section 230.12 (11) of the statutes first applies to the
2compensation plan submitted to the joint committee on employment relations for the
32001-02 fiscal year.
