SB165,1,2 1An Act to renumber 15.348; and to create 15.348 (2) of the statutes; relating
2to:
voting by the members of the conservation congress.
Analysis by the Legislative Reference Bureau
Under current law, the conservation congress is a statewide independent
organization of citizens that serves the natural resources board in an advisory
capacity. Members from the county committees of the congress vote on advisory
opinions made to the natural resources board. Under this bill, the natural resources
board may not accept an advisory opinion if the congress allowed its members to vote
on the advisory opinion without being present in person for the voting.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB165, s. 1 3Section 1. 15.348 of the statutes is renumbered 15.348 (1).
SB165, s. 2 4Section 2. 15.348 (2) of the statutes is created to read:
SB165,2,25 15.348 (2) The natural resources board may not accept an advisory opinion of
6the conservation congress if the conservation congress allows its members to vote on

1the advisory opinion in any manner which allows a member to vote without being
2physically present for the voting.
