SB179,1,4 1An Act to amend 20.855 (3) (title) and 20.866 (2) (y); and to create 13.90 (9),
216.838 and 20.855 (3) (c) of the statutes; relating to: authorizing the
3completion of the capitol restoration project, historically significant
4furnishings, granting bonding authority and making appropriations.
Analysis by the Legislative Reference Bureau
This bill increases the general fund supported bonding authority of the building
commission by $59,500,000 and enumerates the authorization of the completion of
the capitol restoration project in the 1997-99 authorized state building program.
Currently, some furnishings that are or were associated with the current state
capitol or a prior capitol and that have historical significance have been temporarily
relocated outside of the capitol building to permit restoration of the building. Other
such furnishings are in the possession of state agencies or authorities, or other
persons.
This bill vests title in the department of administration (DOA) to all
furnishings that are or were associated with the current capitol building or a prior
capitol and that have historical significance if the furnishings are in the possession
of any state agency or authority. The bill also permits the joint committee on
legislative organization to direct DOA to take possession of any such furnishing. The
bill permits DOA to acquire by purchase or gift any furnishing that has historical
significance and that was associated with the current or a prior capitol. The bill
permits DOA to restore any furnishing in its possession if so directed by the
committee. Under the bill, DOA is directed to locate furnishings at the places in the

capitol specified by the committee. The bill directs DOA to procure suitable
replacement furnishings for any furnishings which DOA takes from state agencies
or authorities. The bill appropriates a sum sufficient from general purpose revenue
to carry out the functions vested in DOA by the bill.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB179, s. 1 1Section 1. 13.90 (9) of the statutes is created to read:
SB179,2,62 13.90 (9) The joint committee on legislative organization may direct the
3department of administration to take possession of any furnishing to which the
4department has title under s. 16.838 (2), to restore any furnishing in the
5department's possession, if necessary, and to locate any such furnishing at the place
6in the capitol building specified by the committee.
SB179, s. 2 7Section 2. 16.838 of the statutes is created to read:
SB179,2,9 816.838 Historically significant furnishings. (1) Definitions. In this
9section:
SB179,2,1010 (a) "Agency" has the meaning given in s. 16.045 (1) (a).
SB179,2,1111 (b) "Authority" means a body created under ch. 231, 232, 233, 234 or 235.
SB179,2,1412 (c) "Historically significant furnishings" means furniture, fixtures, decorative
13objects or other items that are or were associated with the current or any prior state
14capitol and that possess historical significance.
SB179,2,16 15(2) Title. Title to historically significant furnishings in the possession of any
16agency or authority, including the senate and assembly, is vested in the department.
SB179,2,19 17(3) Acquisition. The department may acquire any historically significant
18furnishing by purchase or gift. The department shall pay for any such furnishing
19from the appropriation under s. 20.855 (3) (c).

1(4) Transfer of possession. The department shall take possession of
2historically significant furnishings to which the department has title whenever the
3department is directed to do so by the joint committee on legislative organization.
4If a ceding agency or authority requires a replacement for a furnishing that is
5transferred to the department's possession, the department shall pay for a suitable
6replacement from the appropriation under s. 20.855 (3) (c).
SB179,3,10 7(5) Restoration. The department shall restore any historically significant
8furnishing in its possession prior to relocation of the furnishing to the capitol if the
9joint committee on legislative organization so directs. The department shall pay the
10cost of such restoration from the appropriation under s. 20.855 (3) (c).
SB179,3,13 11(6) Location. The department shall locate historically significant furnishings
12in its possession at the places in the capitol specified by the joint committee on
13legislative organization.
SB179, s. 3 14Section 3. 20.855 (3) (title) of the statutes is amended to read:
SB179,3,1515 20.855 (3) (title) Relocation Capitol renovation expenses.
SB179, s. 4 16Section 4. 20.855 (3) (c) of the statutes is created to read:
SB179,3,1917 20.855 (3) (c) Historically significant furnishings. A sum sufficient for the
18acquisition, restoration and replacement by the department of administration of
19historically significant furnishings under s. 16.838.
SB179, s. 5 20Section 5. 20.866 (2) (y) of the statutes is amended to read:
SB179,3,2421 20.866 (2) (y) Building commission; housing state departments and agencies.
22From the capital improvement fund, a sum sufficient to the building commission for
23the purpose of housing state departments and agencies. The state may contract
24public debt in an amount not to exceed $259,727,600 $319,227,600 for this purpose.
