SB204,1,2 1An Act to amend 15.377 (6) of the statutes; relating to: the council on library
2and network development in the department of public instruction.
Analysis by the Legislative Reference Bureau
Under current law, the council on library and network development in the
department of public instruction consists of seven library science, audiovisual and
informational science professionals and eight public members. This bill increases
the number of professional members to nine and increases the number of public
members to ten. The bill prohibits any council member from serving more than two
consecutive three-year terms.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB204, s. 1 3Section 1. 15.377 (6) of the statutes is amended to read:
SB204,2,94 15.377 (6) Council on library and network development. There is created in
5the department of public instruction a council on library and network development
6composed of 15 19 members. Seven Nine of the members shall be library science,

1audiovisual and informational science professionals representative of various types
2of libraries and information services, including public library systems, school
3libraries, public and private academic libraries, special libraries and library
4educators. Eight Ten of the members shall be public members who have
5demonstrated an interest in libraries or other types of information services. The
6members of the council shall be appointed for 3-year terms. No member may serve
7more than 2 consecutive terms.
The council shall meet 6 times annually and shall
8also meet on the call of the state superintendent of public instruction, and may meet
9at other times on the call of the chairperson or a majority of its members.

SB204,2,1611 (1) Notwithstanding section 15.377 (6) of the statutes, as affected by this act,
12the initial term of one of the additional professional members of the council on library
13and network development shall expire on July 1, 2001, the initial term of the other
14additional professional member of the council and the initial term of one of the
15additional public members of the council shall expire on July 1, 2003, and the initial
16term of the other additional public member of the council shall expire on July 1, 2002.
SB204,2,2117 (2) Notwithstanding section 15.377 (6) of the statutes, as affected by this act,
18any person who is a member of the council on library and network development on
19the effective date of this subsection may be reappointed to serve as a member of the
20council for one additional consecutive term upon the expiration of his or her existing
21term.
