1An Act to repeal 43.24 (2) (f), 43.24 (2) (h) and 43.24 (2) (j); and
to amend 43.24
2(2) (L) and 43.24 (2) (m) of the statutes;
relating to: sharing public library
3system resources, preparing a written plan for library technology and the
4sharing of resources and eliminating redundant provisions relating to libraries.
Analysis by the Legislative Reference Bureau
Current law requires each public library system, as a condition of receiving
state aid, to agree to share library resources with other libraries in the system area
to benefit all libraries in the system area and to prepare a written plan for furthering
cooperative activities among all types of libraries. This bill requires each public
library system to agree to share the resources of its members with libraries other
than public libraries and with library organizations that include libraries other than
public libraries and eliminates the requirement that the public library system
prepare a written plan. Current law also requires each public library system to
engage in continuous planning with the department of public instruction's division
for libraries and community learning (the division) and with participating public
libraries and counties in the area concerning library automation and technical
services, as evidenced by a written plan. This bill instead requires each public
library system to plan with the division, participating libraries and other types of
libraries in the area regarding library technology and the sharing of resources and
to submit a written plan for library technology and the sharing of resources to the
division every five years. The bill also repeals redundant provisions relating to
public libraries.

The people of the state of Wisconsin, represented in senate and assembly, do
