SB66,1,3 1An Act to amend 43.24 (1) (intro.); and to repeal and recreate 43.24 (1) (a),
243.24 (1) (b) and 43.24 (1) (c) of the statutes; relating to: state aid to public
3library systems and granting rule-making authority.

Currently, the amount of state aid paid to a public library system is based on
three factors: geographical area, population and expenditures.
This bill provides that each system's portion of the total amount of state aid
appropriated for library aid is determined by multiplying the amount received by the
system in the previous fiscal year by one plus the percentage change in the total
amount appropriated. Beginning in the fiscal year in which the total amount
appropriated equals at least 11.25% of the total operating expenditures for public
library services from local and county sources, the amount paid to a system is
determined by adding all of the following:
1. The system's percentage of the state's population multiplied by 85% of the
total amount appropriated for library aid.
2. The system's percentage of the state's geographical area multiplied by 7.5%
of the total amount appropriated for library aid.
3. The system's percentage of shared revenue payments multiplied by 7.5% of
the total amount appropriated for library aid.

printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB66, s. 1 1Section 1. 43.24 (1) (intro.) of the statutes is amended to read:
SB66,2,42 43.24 (1) (intro.) Each public library system shall be paid state aid for the
3operation and maintenance of the system. The Except as provided in pars. (b) and
4(c), the
amount paid to each system shall be determined as follows:
SB66, s. 2 5Section 2. 43.24 (1) (a) of the statutes is repealed and recreated to read:
SB66,2,86 43.24 (1) (a) 1. Determine the percentage change in the total amount
7appropriated under s. 20.255 (3) (e) between the previous fiscal year and the current
8fiscal year.
SB66,2,109 2. Multiply the amount of state aid received by the system in the previous fiscal
10year by the sum of 1.0 and the result under subd. 1. expressed as a decimal.
SB66, s. 3 11Section 3. 43.24 (1) (b) of the statutes is repealed and recreated to read:
SB66,2,1512 43.24 (1) (b) If the territory of a public library system is altered, the department
13shall adjust the aid paid to that system under par. (a). The department shall
14promulgate rules establishing the method the department will use to make the
15adjustment.
SB66, s. 4 16Section 4. 43.24 (1) (c) of the statutes is repealed and recreated to read:
SB66,3,217 43.24 (1) (c) Beginning in the fiscal year in which the total amount of state aid
18appropriated for public library systems under s. 20.255 (3) (e), as determined by the
19department, equals at least 11.25% of the total operating expenditures for public
20library services from local and county sources in the calendar year ending in that

1fiscal year, the amount paid to each system shall be determined by adding the result
2of each of the following calculations:

4the amount appropriated under s. 20.255 (3) (e) and 0.85.
SB66,3,65 2. Multiply the system's percentage of the state's geographical area by the
6product of the amount appropriated under s. 20.255 (3) (e) and 0.075.
SB66,3,127 3. Divide the sum of the payments to the municipalities and counties in the
8system under subch. I of ch. 79 for the current fiscal year, as reflected in the
9statement of estimated payments under s. 79.015, by the total of all payments under
10subch. I of ch. 79 for the current fiscal year, as reflected in the statement of estimated
11payments under s. 79.015, and multiply the result by the product of the amount
12appropriated under s. 20.255 (3) (e) and 0.075.
