SB81,1,4 1An Act to amend 341.47 (1) (intro.), 341.47 (1) (a), 341.51 (2m), 341.55 (1) and
2341.55 (2) of the statutes; relating to: the display of license plates upon
3vehicles consigned for sale by dealers, distributors, manufacturers and
4transporters.

Under current law, a dealer, distributor, manufacturer or transporter of certain
vehicles who registers with the department of transportation may be issued
registration plates, in lieu of regular registration plates, for use on vehicles that are
owned or repossessed by a dealer, distributor, manufacturer or transporter and that
are being offered for sale.
This bill permits these registration plates to be used on vehicles that are
consigned to a dealer, distributor, manufacturer or transporter and that are being
offered for sale on consignment.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB81, s. 1 5Section 1. 341.47 (1) (intro.) of the statutes is amended to read:

1341.47 (1) (intro.)  Except as provided in sub. (2), any motor vehicle, mobile
2home, trailer or semitrailer owned or repossessed by, or consigned for sale to, a
3dealer, distributor or manufacturer may be operated on the highways of this state
4for either private or business purposes without being registered if such vehicle has
5displayed upon it valid registration plates issued pursuant to under s. 341.51 to the
6dealer, distributor or manufacturer who is the owner of the vehicle or holder of the
7repossessed or consigned for sale vehicle and such vehicle:

SB81,2,109 341.47 (1) (a) Is actually offered for sale by a dealer, distributor or
10manufacturer, including for sale on consignment; or
SB81, s. 3 11Section 3. 341.51 (2m) of the statutes is amended to read:
SB81,3,1012 341.51 (2m) A motor vehicle dealer, distributor or manufacturer, in case of
13trucks and truck tractors over 8,000 pounds, may purchase a license for
14demonstration purposes under s. 341.25 to determine the gross weight. Such license
15shall be is a transferable license for demonstration purposes and shall be 20% of the
16registration fee set forth in s. 341.25. In case of trailers and semitrailer
17demonstrations, the license fee shall be is $10 and shall belong to the demonstrator.
18Such demonstration vehicles shall carry insurance on behalf of the dealer,
19distributor or manufacturer and the prospective purchaser as provided in s. 194.41.
20Such vehicle need not obtain for-hire permits as provided in ch. 194. Such vehicle
21shall not be used by the prospective purchaser for more than 10 days. When the
22vehicle is obtained from a dealer the prospective purchaser shall sign a receipt
23showing the date, time and place the vehicle was obtained from the dealer. The
24dealer shall retain the original of such receipt for demonstration records and shall
25furnish a copy and the demonstration plate certificate to the prospective purchaser.

1The prospective purchaser shall carry such receipt and certificate in the vehicle
2during operation on the highways, and the dealer shall keep a record of such
3demonstrations and such record shall be open to inspection by the department. A
4dealer, distributor or manufacturer may operate on the highways under such a
5demonstration license a truck, trailer or semitrailer on which is loaded a machine or
6special equipment if the entire unit is owned by, or consigned for sale to, the dealer,
7distributor or manufacturer
and offered for sale, including for sale on consignment,
8by the dealer, distributor or manufacturer
and if the operation on the highways
9involves delivery of the vehicle to or from a prospective purchaser. The department
10may issue promulgate any further rules to accomplish the intent of this subsection.
SB81, s. 4 11Section 4. 341.55 (1) of the statutes is amended to read:
SB81,3,1912 341.55 (1) A dealer, distributor or manufacturer or an employe of any of them
13who operates or consents to the operation of a vehicle under purported authority of
14a registration plate issued to the dealer, distributor or manufacturer pursuant to s.
15341.51 when such vehicle is not owned or being repossessed by, or consigned for sale
16to,
the dealer, distributor or manufacturer or, even though owned or being
17repossessed by, or consigned for sale to, the dealer, distributor or manufacturer, does
18not come within any of the exceptions listed in s. 341.47 (1) (a) to (d) or is not in
19compliance with s. 341.51 (2m);
SB81, s. 5 20Section 5. 341.55 (2) of the statutes is amended to read:
SB81,4,221 341.55 (2) Any person who operates a vehicle under purported authority of a
22registration plate issued to a dealer, distributor or manufacturer pursuant to under
23s. 341.51, knowing that such the vehicle is not owned or being repossessed by, or
24consigned for sale to,
a dealer, distributor or manufacturer or does not come within

1any of the exceptions listed in s. 341.47 (1) (a) to (d) or is not in compliance with s.
2341.51 (2m);
