AB208,1,2 1An Act to amend 15.91 of the statutes; relating to: appointment of members
2of the Board of Regents of the University of Wisconsin System.
Analysis by the Legislative Reference Bureau
Under current law, the Board of Regents of the University of Wisconsin System
(Board) consists of the state superintendent of public instruction, the president or
another member of the Technical College System Board (TCSB), 14 citizen members,
and a student member who is at least 18 years old.
Beginning on May 1, 2004, this bill changes the Board's membership by
substituting a resident from each of the 16 technical college districts for the TCSB
member and the 14 citizen members and by adding a student member who is at least
24 years old and represents the views of nontraditional students, such as those who
are employed or who are parents.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB208, s. 1 3Section 1. 15.91 of the statutes is amended to read:
AB208,2,14 415.91 Board of regents of the University of Wisconsin System; creation.
5There is created a board of regents of the University of Wisconsin System consisting
6of the state superintendent of public instruction, the president, or by his or her

and, from each technical college district, one resident appointed for
3staggered 7-year terms, and a student 2 students enrolled at least half-time and
4in good academic standing at an institution institutions within the University of
5Wisconsin System who is at least 18 years old and a resident are residents of this
6state, for a 2-year term. The terms. The student member members may be selected
7from recommendations made by elected representatives of student governments at
8institutions within the University of Wisconsin System. The governor shall appoint
9one student member who is at least 18 years old and one undergraduate student
10member who is at least 24 years old and represents the views of nontraditional
11students, such as those who are employed or are parents.
The governor may not
12appoint a student member from the same institution in any 2 consecutive terms. If
13the a student member loses the status upon which the appointment was based, he
14or she shall cease to be a member of the board of regents.
AB208, s. 2 15Section 2. Nonstatutory provisions.
AB208,2,1916 (1) Notwithstanding the length of terms specified for members of the board of
17regents of the University of Wisconsin System under section 15.91 of the statutes,
18as affected by this act, the initial members from technical college districts shall be
19appointed for the following terms:
AB208,2,2020 (a) Two members for terms expiring on May 1, 2006.
AB208,2,2121 (b) Two members for terms expiring on May 1, 2008.
AB208,2,2222 (c) Two members for terms expiring on May 1, 2010.
