AB305,1,3 1An Act to create 49.175 (1) (zp) of the statutes; relating to: a grant of temporary
2assistance for needy families moneys to Big Brothers Big Sisters of Wisconsin,
3Inc., to provide mentors for children and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Workforce Development (DWD) is
directed to allocate specific amounts of moneys in each fiscal year, including federal
moneys received under the Temporary Assistance for Needy Families (TANF) Block
Grant Program, for various public assistance programs. This bill directs DWD to
allocate $500,000 in TANF block grant moneys in each fiscal year for a grant to Big
Brothers Big Sisters of Wisconsin, Inc., to provide mentors to children to encourage
those children to improve their school performance, avoid the use of alcohol and other
drugs, avoid nonmarital pregnancy, avoid violence and other delinquent or antisocial
behaviors, and develop positive social skills.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

149.175 (1) (zp) Big Brothers Big Sisters of Wisconsin, Inc. For a grant of
2$500,000 in each fiscal year to Big Brothers Big Sisters of Wisconsin, Inc., to provide
3mentors to children to encourage those children to improve their school performance,
4avoid the use of alcohol and other drugs, avoid nonmarital pregnancy, avoid violence
5and other delinquent or antisocial behaviors, and develop positive social skills.
AB305, s. 2 6Section 2. Appropriation changes.
AB305,2,137 (1) Big Brothers Big Sisters of Wisconsin, Inc. In the schedule under section
820.005 (3) of the statutes for the appropriation to the department of workforce
9development under section 20.445 (3) (md) of the statutes, as affected by the acts of
102003, the dollar amount is increased by $500,000 for fiscal year 2003-04 and the
11dollar amount is increased by $500,000 for fiscal year 2004-05 to increase funding
12for the purpose of providing a grant to Big Brothers Big Sisters of Wisconsin, Inc.,
13as provided in section 49.175 (1) (zp) of the statutes, as created by this act.
AB305, s. 3 14Section 3. Effective date.
AB305,2,1715 (1) Big Brothers Big Sisters of Wisconsin, Inc. This act takes effect on the
16day after publication, or on the 2nd day after publication of the 2003-05 biennial
17budget act, whichever is later.
