1An Act to create 23.36 and 710.20 of the statutes;
relating to: prohibiting
2nudity on land owned, managed, supervised, or controlled by a state agency,
3restricting parking in certain parking lots in the town of Mazomanie, and
4providing a penalty.
Analysis by the Legislative Reference Bureau
This bill prohibits a person from being nude in public on land that is owned,
managed, supervised, or controlled by a state agency. It also prohibits a person from
parking in any lot that is under the jurisdiction of the Department of Natural
Resources and that is along Conservatory Drive in the town of Mazomanie.

enact as follows:

1. 23.36 of the statutes is created to read:

623.36 Restriction on parking in department lots. (1) No person may park
7in any parking lot that is located along Conservatory Drive in the town of Mazomanie
1and that is owned, managed, supervised, or controlled by the department unless one
2of the following applies:

(a) The person is operating a motor vehicle owned by the state.

(b) The person is a law enforcement officer, as defined in s. 23.33 (1) (ig), in the
5exercise of his or her official duties.

6(2) A person who violates sub. (1) shall forfeit not more than $250.

2. 710.20 of the statutes is created to read:

8710.20 Nudity prohibited on state-owned or state-managed land. (1) 9In this section:

(a) "In public" means in a place where a person does not have a reasonable
11expectation of privacy.

(b) "Nude" means not wearing a fully opaque covering over the genitals, pubic
13area, or buttocks or not wearing a fully opaque covering over the female breast below
14the top of the nipple.

(c) "State agency" has the meaning given for "agency" in s. 16.70 (1e).

16(2) No person may be nude in public on land that is owned, managed,
17supervised, or controlled by a state agency.
