AR41,1,2 1To repeal assembly rule 9 (2) (bm) and (cm); to amend assembly rule 9 (2) (c); and
2to create assembly rule 9 (2m); relating to: election of committee officers.
Analysis by the Legislative Reference Bureau
Under the assembly rules, the chairpersons and vice chairpersons of
committees are appointed by the speaker. The rules do not provide for secretaries
of committees. This resolution requires that each standing and special committee
elect a chairperson, vice chairperson, and secretary from among its members. It also
requires that the assembly members of every statutory legislative committee or
committee on which there are representatives to the assembly selected by the
assembly or the officers thereof elect an assembly cochairperson, vice chairperson,
and secretary from among its members who are representatives to the assembly.
AR41,1,3 3Resolved by the assembly, That:
AR41, s. 1 4Section 1. Assembly rule 9 (2) (bm) and (cm) are repealed.
AR41, s. 2 5Section 2. Assembly rule 9 (2) (c) is amended to read:
AR41,1,9 6Assembly Rule 9 (2) (c) The speaker shall make all committee appointments of
7members of the minority party as nominated by the minority leader, except that the
8speaker may appoint any member of the minority party as chairperson of a
9committee
.

1Section 3. Assembly rule 9 (2m) is created to read:
AR41,2,7 2Assembly Rule 9 (2m) Every standing and special assembly committee shall
3elect a chairperson, vice chairperson, and secretary from among its members. The
4assembly members of every statutory legislative committee or committee on which
5there are representatives to the assembly selected by the assembly or the officers
6thereof shall elect an assembly cochairperson, vice chairperson, and secretary from
7among its members who are representatives to the assembly.
