AR43,1,3 1To amend assembly rule 9 (2) (a); and to create assembly rule 9 (2m); relating to:
2the representation in the total membership of all assembly standing
3committees combined.

Assembly Rule 9 (2) (a) and (2m): This resolution provides that:
1. The majority and minority parties of the assembly shall be represented in
the total membership of all assembly standing committees combined on the basis
prescribed by the speaker, but at least in proportion to the representation of the 2
major political parties in the membership of the assembly;
2. The number of standing committees having a majority of members of the
majority party shall be in proportion to the representation of the majority party in
the membership of the assembly, rounded up to the next whole number; and
3. If the 2 major political parties are represented in the assembly by equal
membership, the leader of each party shall select committees alternately to which
an additional member from that party is appointed.
AR43,1,4 4Resolved by the assembly, That:
AR43, s. 1 5Section 1. Assembly rule 9 (2) (a) is amended to read:
AR43,2,2 6Assembly Rule 9 (2) (a) The speaker shall determine the total number of
7members on each committee, unless specified by statute, joint rule, or assembly rule,

1and, except as otherwise provided in sub. (2m), the allocation of the number between
2members of the majority and minority party shall be determined by the speaker.
AR43, s. 2 3Section 2. Assembly rule 9 (2m) is created to read:
AR43,2,7 4Assembly Rule 9 (2m) (a) The majority and minority parties of the assembly
5shall be represented in the total membership of all assembly standing committees
6combined on the basis prescribed by the speaker, but at least in proportion to the
7representation of the 2 major political parties in the membership of the assembly.
AR43,2,108 (b) The number of standing committees having a majority of members of the
9majority party shall be in proportion to the representation of the majority party in
10the membership of the assembly, rounded up to the next whole number.
AR43,2,1311 (c) If the 2 major political parties are represented in the assembly by equal
12membership, the leader of each party shall select committees alternately to which
13an additional member from that party is appointed.
