SB109,1,2 1An Act to create 341.143 of the statutes; relating to: registration plate decal
2for recipients of the Purple Heart Medal military honor.

Under current law, recipients of the Purple Heart Medal military honor may
obtain a special distinguishing license plate for most vehicles registered with the
Department of Transportation (DOT). A fee, in addition to the regular registration
fee for the person's vehicle, is assessed for the issuance or reissuance of the special
distinguishing plate.
Under the bill, DOT provides a registration plate decal that displays the words
"combat wounded veteran" to each person who has received or who applies to receive
a special distinguishing plate relating to being a recipient of the Purple Heart Medal.
There is no charge for the decal.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB109, s. 1 3Section 1. 341.143 of the statutes is created to read:
SB109,2,10 4341.143 Purple Heart recipient decals. The department shall, free of
5charge, procure, issue and deliver to each person who has received or who has applied

1to receive a special group plate under s. 341.14 (6r) (f) 32. one decal that displays the
2words "combat wounded veteran" for each motor vehicle that is registered in the
3name of that person and upon which the person displays a special group plate issued
4under s. 341.14 (6r) (f) 32. Notwithstanding s. 341.61 (3), a decal issued under this
5section shall be displayed in the manner directed by the department on the rear
6registration plate of the vehicle registered in the name of the veteran to whom the
7decal was issued. The department shall specify one combination of colors and design
8for a decal issued under this section, except that the department may not specify the
9colors or design unless the colors and design are approved in writing by the state
10department of veterans affairs.
SB109, s. 2 11Section 2. Effective date.
SB109,2,1312 (1) This act takes effect on the first day of the 7th month beginning after
13publication.
