SB251,1,3 1An Act to create 20.445 (1) (kw), 20.505 (8) (hm) 18dw., 49.175 (1) (zb) and 103.99
2of the statutes; relating to: grants for Southeast Asian recreation programs,
3and compulsive gambling assistance and making appropriations.
Analysis by the Legislative Reference Bureau
Under current law, the state uses Indian gaming receipts, which are moneys
received under Indian gaming compacts or as reimbursement for state costs of
regulating Indian gaming, to fund various programs. This bill transfers $100,000
in Indian gaming receipts in each of fiscal years 2003-04 and 2004-05 from the
Department of Administration to the Department of Workforce Development (DWD)
and directs DWD to distribute $50,000 in each fiscal year as grants to organizations
that assist persons who are African-American with compulsive gambling issues and
$50,000 in each fiscal year as grants to organizations that assist persons of Southeast
Asian origin with compulsive gambling issues.
Current law directs DWD to allocate specific amounts of money in each fiscal
year for various public assistance programs. This bill increases the amount of
general purpose revenues appropriated to DWD for public assistance administration
and benefits by $100,000 in each of fiscal years 2003-04 and 2004-05 and directs
DWD to allocate $100,000 in each fiscal year for grants to organizations that provide
summer and after-school recreation programs for children and families of Southeast
Asian origin.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB251, s. 1 1Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

SB251, s. 2 3Section 2. 20.445 (1) (kw) of the statutes is created to read:
SB251,2,114 20.445 (1) (kw) Transfer of Indian gaming receipts; compulsive gambling
5assistance.
The amounts in the schedule for grants under s. 103.99 to organizations
6that assist persons who are African-American with compulsive gambling issues and
7that assist persons of Southeast Asian origin with compulsive gambling issues. All
8moneys transferred from the appropriation account under s. 20.505 (8) (hm) 18dw.
9shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the
10unencumbered balance on June 30 of each year shall revert to the appropriation
11account under s. 20.505 (8) (hm).

SB251,3,1913 (1) Southeast Asian recreation programs. In the schedule under section
1420.005 (3) of the statutes for the appropriation to the department of workforce
15development under section 20.445 (3) (dz) of the statutes, as affected by the acts of
162003, the dollar amount is increased by $100,000 for fiscal year 2003-04 and the
17dollar amount is increased by $100,000 for fiscal year 2004-05 to increase funding
18for the purpose of providing grants to organizations that provide summer and
19after-school recreation programs for children and families of Southeast Asian origin.
